On motion of Mr. Davis, this purchase was authorized, and the appropriation was made as recommended, by the following vote: Aye, Mr. Fornof, Mr. Davis, Mr. Livingston.

ASSIGNMENTS OF FUNDS BY BOARD OF DIRECTORS OF THE ATHLETIC ASSOCIATION (14) The Board of Directors of the University of Illinois Athletic Association has made the following appropriations from reserve funds of the Association. Since these represent major adjustments in the budget of the Association, approval of the Board is required and I so recommend. 1. For completion of irrigation system on football practice field $ 336 99 2. Improvements in southeast tower of Memorial Stadium — installation of toilet facilities, extension of utilities, and surfacing walls in kitchen 10 000 00 3. Additional funds for construction of golf course 10 000 00 4. Additional laundry equipment 2 000 00 5. Outlining basketball courts in west hall of Stadium in asphalt tile.. 1 020 00 6. Experimental caulking of two expansion joints in Memorial Stadium and award of a contract to Wiles-Deter, Inc., Cleveland, Ohio, for this work 2 227 00 7. Uniforms and other equipment for 150-pound football team 3 600 00 8. To the Northern Trust Company, Chicago, for the retirement system of the Athletic Association 204 39 (Plus additional payments of $24 a month for the period October 1, 1947, to October 1, 1948, and a like amount on an annual basis payable until termination of the contract or until September 30, 1951, or whichever of the two shall occur first.) 9. On motion of Mr. Davis, these adjustments were approved, and the President of the University was authorized to approve a revision of certain salaries of the staff of the Athletic Association, effective March 1, 1949.

CONTRACT WITH WARNER CONSTRUCTION COMPANY FOR W O M E N ' S RESIDENCE HALL (15) On July 21, 1948 (Minutes, page 13), the Board of Trustees by resolution declared that the Warner Construction Company is in default under the terms of its contract for the construction of the Women's Residence Hall and declined to extend the time for completion of this contract. A large number of items relating to financial settlement under the contract are still unadjusted. Many of these are relatively minor in character and some represent substantial amounts. There also is the question of damages to the University as a result of the delay in completion. The Contractor has indicated his desire to continue the work to the completion of the Halls, but in order to protect his banking arrangements he wishes assurance that there will be no withholding of payments accruing under the contract and on which the University raises no question. It is desirable to set up machinery by which the settlement of such items is expedited. Counsel for the
