APPOINTMENT TO BOARD OF EXAMINERS IN ACCOUNTANCY (2) Mr. William F. G. Ross, Chairman of the Board of Examiners in Accountancy, has submitted his resignation from the Board because of ill health. He will be hospitalized for several months. The Committee on Accountancy recommends that Mr. Ross's resignation be accepted. The Committee makes this recommendation with much regret. Mr. Ross has given excellent service on the Board during his two years as a member. His full term would have expired June 30, 1949. The Committee recommends that Mr. Charles Robert Miller of Arthur Young and Company, Chicago, be appointed to the Board of Examiners in Accountancy to fill the vacancy caused by Mr. Ross's resignation, that is until June 30, 1949. Mr. Miller is forty-three years of age. H e is a graduate of the University of Illinois, having received the Bachelor of Science degree in accountancy in June, 1928, with high honors. He obtained the Illinois C.P.A. certificate by examination in November, 1928. H e has been with the firm of Arthur Young and Company for many years and is now a resident partner. H e is recognized by the profession as an outstanding accountant. Mr. Miller has indicated his willingness to serve.

On motion of Mr. Nickell, Mr. Ross's resignation was accepted, and Mr. Miller was appointed as recommended.

ADMINISTRATION OF DEPARTMENT OF BOTANY (3) The members of the professorial staff of the Department of Botany have requested a change in the organization of the Department from one administered by a department head to a department organized with a chairman. Such a change of organization is permitted under University of Illinois Statutes on recommendation of the President to the Board of Trustees. I recommend approval of this request, and that Dr. Oswald Tippo, Associate Professor of Botany and now Acting Head of the Department, be appointed Chairman of the Department for two years from September I, 1948, at an academic salary rate of $5,500.

On motion of Mr. McKelvey, these recommendations were adopted.

UNIVERSITY'S SHARE OF DRAINAGE IMPROVEMENT COSTS (4) The Union Drainage District No. 1 of the towns of Afton and Milan in De Kalb County has requested the University to assume its share of the cost of the cleaning of the drainage ditch which serves in part Wright Farm No. 7.1 This ditch runs for approximately 160 rods through the entire length of the northeastern eighty acres of Wright Farm No. 7 and provides the drainage outlet for the whole farm. The ditch was dug about thirty-one years ago and has not been maintained adequately and has needed cleaning for some time. The University's share of this expense is $1,523.99, one-half of which is due in September, 1948, and the balance in November, 1948. The drainage district is also considering an annual maintenance program after the ditch has been cleaned. This is similar in principle to payments by the University of part of the operating costs of the sewage disposal through the Urbana-Champaign Sanitary District, for construction of an addition to the local sanitary sewer system to serve the temporary housing area on South First Street, and for part of the cost of improving West Springfield Avenue in Urbana. Professor J. B. Andrews, Dean H . P. Rusk, and Comptroller Lloyd Morey recommend payment of this initial expenditure and of a pro rata share of the subsequent annual maintenance charges. Funds are available from the operation of Wright Farm No. 7I concur.

On motion of Mr. Davis, this recommendation was adopted. The appropriation was made by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Dr. Meyer, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green, Dr. Luken.
