EMPLOYMENT O F S P E C I A L C O U N S E L (3) The Legal Counsel has requested authority to employ outside counsel to assist him in the preparation for and trial of cases now pending and to help in work on the appeal of these cases to the Supreme Court, if necessary, and to handle negotiations in an effort to settle out of court the controversy with the Warner Construction Company. There are four cases pending in Cook County. Another one is soon to be started. One case is pending in De Kalb County, one in Piatt County, and one in Champaign County. One case from Champaign County has reached the Supreme Court, briefs are to be written, one case is in the Court of Claims and one is before the Illinois Commerce Commission. The bulk of the work of the Legal Counsel's office concerns the review and approval of contracts, the handling of claims for compensation under the Workmen's Compensation Law, the writing of legal opinions, and conferences on the legal aspects of various kinds of transactions. I recommend that the Legal Counsel be authorized to employ outside counsel, in these and similar cases, as they arise, subject to the approval of the Board of Trustees. O n m o t i o n of M r . EMPLOYMENT O F REAL ESTATE NEGOTIATOR (4) At the meeting of the Board of Trustees on September 23, 1948, a question was raised about the broker employed in the purchase of real estate properties. The Board of Trustees on March 13, 1945 (Minutes, page 413), authorized the employment of Mr. Sidney B. Trelease as a negotiator in the acquisition of properties. Champaign-Urbana real estate brokerage fees are 5 per cent of the first $10,000 and 2 per cent of the balance. Mr. Trelease offered to serve as negotiator at a flat rate of $250 a parcel of property. During the past two years the University has purchased a number of residence properties for faculty housing. The negotiations for the acquisition of these properties were carried on as follows: I.
