T h e Secretary of the Board of Trustees is authorized to delegate to Maude Archdeacon and to Helen L. Smith in Urbana, and to G. R. Moon, to Ethel Engeljohn, to Helen Wyle, and to Velma M. Davis in Chicago, authority to sign his name as Secretary of the Board of Trustees to vouchers against the State Auditor and to warrants on the University Treasurer, covering vouchers approved in accordance with regulations of the Board. The Secretary of the Board of Trustees is authorized to delegate to Mrs. Freda M. Hicks and to Lean C. Ryan in Springfield, authority to sign his name as Secretary of the Board of Trustees on vouchers against the State Auditor approved in accordance with the regulations of the Board. And be it further RESOLVED, that the First National Bank of Chicago as a designated depositary of Irvin L. Porter, Treasurer of this corporation, be and it (including its correspondent banks) is hereby requested, authorized, and directed to honor checks, drafts, or other orders for the payment of money drawn in this corporation's name, including those drawn to the individual order of any person or persons whose name or names appear thereon as signer or signers thereof, when bearing or purporting to bear the facsimile signatures of the two following: Kenney E. Williamson, President, and Harrison E. Cunningham, Secretary; and the First National Bank of Chicago (including its correspondent banks) shall be entitled to honor and to charge this corporation for all such checks, drafts, or other orders, regardless of by whom or by what means the facsimile signature or signatures thereon may have been affixed thereto, if such facsimile signature or signatures resemble the facsimile specimens duly certified to or filed with the First National Bank of Chicago by the Secretary or other officer of this corporation. And be it further RESOLVED, that the Auditor of Public Accounts is hereby authorized and directed to honor vouchers bearing facsimile signatures of the President and Secretary of the Board of Trustees of the University of Illinois if such facsimile signatures resemble the facsimile specimens duly certified to or filed with the Auditor of Public Accounts by the Secretary.

EXECUTIVE SESSION

MATTERS PRESENTED BY PRESIDENT STODDARD

T h e Board considered in executive session the following matters presented by the President of the University.

APPOINTMENT OF HEAD OF DEPARTMENT OF HOME ECONOMICS (1) The Dean of the College of Agriculture recommends the appointment of Dr. Janice M. Smith, who has been serving as Acting Head of the Department of Home Economics, to the position of Professor of Nutrition and Head of the Department of Home Economics on indefinite tenure, effective April 1, 1950, at a salary of $9,000 a year on a twelve months ( Y ) service basis. I concur in this recommendation.

On motion of Mrs. Holt, seconded by Mrs. Watkins, this appointment was made as recommended.

FEDERAL FUNDS FOR ADVANCED PLANNING (2) On January 12, 1950 (Minutes, page 971), the Board of Trustees authorized the Comptroller to submit an application to the General Services Administration of the federal government for a non-interest bearing loan of funds for advanced planning for the following buildings in the order of priority: Plan and Building Building Cost Specification Cost Biology Building $ 5 000 000 S225 000 Pharmacy Building 5 500 000 247 500 Student and Staff Housing 3 000 000 135 0 0 0 Law Building 2 300 000 103 500 Psycho-Educational Clinic I 800 000 81 000 Physics Building Addition I 200 000 54 0 0 0 #18 800 000 3846 0 0 0
