956 BOARD OF TRUSTEES [January 8 I concur and request authority for the Comptroller and the Secretary of the Board to execute the contract. On motion of Mr. McKelvey, the execution of this contract was authorized as recommended. POLICY AND RULES RELATING TO COMPENSATION AND WORKING CONDITIONS OF NONACADEMIC EMPLOYEES Mr. McLaughlin presented a recommendation of the Committee on Civil Service and Employees on the definition of work week. The Board of Trustees on May 24, 1943 (Minutes, page 366), voted to amend the wages policy to provide that ". . . in those University operations in which continuous seven-day work is essential because of the character of the services furnished, the work week will be set so that Sunday becomes a part of the regular work week; however, the work of the Groundsmen and the Janitors is not considered as work in which seven-day work is essential and in these groups the work week will start on Monday, and time and one-half will be paid for overtime and Sunday's, and double time for holidays." This is inconsistent with Section IV, Paragraph 3, of the "Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees," adopted by the Board in 1945, which provides that "in those positions in which continuous seven-day service is required Saturdays and Sundays (Section V ) shall not be recognized as such but as though they were regular work days." The Director of Nonacademic Personnel has recommended, the President of the University concurring, that the action of May 24, 1943, be rescinded. T h e Committee recommends that the Board rescind its action of May 24, 1943- On motion of Mr. McLaughlin, the action of May 24, 1943, quoted above, was rescinded as recommended. EXPENSE OF OPERATING PRESIDENT'S HOUSE At this point, Dr. Meyer requested that the Board consider an adjustment of the expense of operating the President's House. President Livingston appointed the following special committee to consider this matter and report to the Board: Dr. Meyer, Mr. Davis, Mr. Fornof, and Mr. Williamson. L U N C H E O N IN HONOR OF MEMBERS OF THE GENERAL ASSEMBLY FROM THE TWENTY-FOURTH DISTRICT At this point, the Board recessed. Senator Everett R. Peters, and Representatives Charles W. Clabaugh, Ora D. Dillavou, and Charles R. Simpson, of the Twenty-fourth District, were the guests of the Board at a testimonial luncheon given in recognition of their loyal and effective support of the University in the General Assembly. OPEN SESSION The Board considered in open session the following reports of committees. REPORT OF THE COMMITTEE O N GENERAL POLICY O N VOLUNTARY PAYMENT OF TAXES Mr. Davis presented the following report. The Board of Trustees has directed its Committee on General Policy to consider the question whether the University of Illinois should or should not voluntarily pay taxes on certain properties belonging to the University which are not used for educational purposes.
