in order to comply with the minimum requirements of the State Department of Public Health (assuming that the area will continue to be used for the service of food). This report has been sent to the Executive Committee of the Board for approval. In order that the University may proceed with the alterations as soon as the Executive Committee has acted on the recommendations of the Buildings and Grounds Committee, the Director of the Physical Plant Department recommends that contracts for this work be let to the following firms, in accordance with their proposals received on September 4, 1947, for minor alterations on a cost-plus basis: General work — Kuhne-Simmons Co., Champaign and Rantoul. Electrical work — Square Deal Electrical Co., La Porte, Indiana. Plumbing and heating work — Champaign Plumbing & Heating Co., Champaign. Ventilating and sheet metal work—Schroeder's, Champaign. Cost of this remodeling is estimated by the contractors as approximately $30,000. Funds are available for this program of alterations in the reserves accumulated from the past operations of the Arcade Building. The Provost, acting for the President, recommends that authority be granted to the Comptroller and Secretary of the Board to execute such contracts, payable from the funds as indicated, if the Board of Trustees approves the report of the Committee on Buildings and Grounds. On motion of Mr. McKelvey, these recommendations were adopted, subject to the acceptance by Mr. Katsinas of the action on the lease (see item 10). CONTRACTS FOR MINOR ALTERATIONS (12) On March 27, 1947 (Minutes, page 317), the Board approved a procedure and contracts for minor alterations and remodeling in the Urbana-Champaign division. These contracts were effective until June 30, 1947, and were on a costplus-fee basis. The work under the contracts was initiated on individual order from the Physical Plant Department, approved by the Cpmptroller within Board appropriations for jobs which were so small or of such a character as to make competitive bidding impractical. This procedure has proved advantageous to all parties concerned. To continue the policy, bids were received on a similar basis for the year 1947-1948. A general analysis of the bids indicates that, if the awards are made to the contractors noted below, the lowest total costs to the University will result: General work — Kuhne-Simmons Co., Champaign and Rantoul. Electrical work — Anderson Electric Co., Danville, and Square Deal Electrical Co., La Porte, Indiana. Plumbing and heating work — Champaign Plumbing & Heating Co., Champaign. Ventilating and sheet metal work — Schroeder's, Champaign. In the case of the electrical work it would be difficult to anticipate the low bidder for all contracts in advance, and two contractors are recommended. The Director of the Physical Plant Department and the Comptroller recommend the continuation of the procedure and the award of standing contracts until June 30, 1948, to the companies indicated above. I concur and recommend that authority be granted to the Comptroller and the Secretary of the Board to execute such contracts.

On motion of Mr. McKelvey, these recommendations were adopted.

ADDITION TO CONTRACT WITH E. H. MARHOEFER COMPANY FOR GENERAL CONSTRUCTION WORK ON PHYSICAL ENVIRONMENT ADDITION (13) On June 23, 1947 (Minutes, page 406), the Board of Trustees approved the award of a contract for the general construction work on the Physical Environment Addition with the E. H . Marhoefer Company. In connection with the construction of this addition, temporary power service must be installed as the present electrical distribution system crosses the site of the new building. The exact cost of rerouting this service can not be accurately computed in advance, and it is proposed that this work be undertaken on a cost-plus contract with a guaranteed maximum.
