be under no duty to see to the application of the purchase money; that any sites or units not so sold and conveyed shall be reconveyed by the University of Illinois Foundation to the Board of Trustees of the University of Illinois or to its nominee when all indebtedness against the respective sites and units has been paid.

On motion of Mr. Williamson, this resolution was adopted, by the following vote: Aye, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Mr. Williamson; no, none; absent, Mr. Davis, Mr. Green, Dr. Luken, Dr. Meyer, Mr. Nickell.

ADDITIONAL CONSTRUCTION ON POWER PLANT ADDITION (7) Sargent and Lundy, Chicago, engineers and designers for the addition to the Power Plant at Urbana-Champaign, have tried to obtain bids for gallery and miscellaneous steel required for the construction of this project. Bids were first requested for opening on June 30. No bids were received. Recently, however, a bid has been received from the Anderson Iron Works, 5836 South Loomis Boulevard, Chicago, in the amount of $16,955, f.o.b. trucks at the building site, Urbana, Illinois. Sargent and Lundy report that they have exhausted the possibilities of obtaining other bids. Accordingly, the Physical Plant Department recommends award of a contract to the Anderson Iron Works on the bid of $16,955. This bid includes furnishing of material only. It is proposed to ask the KuhneSimmons Company, contractor for construction of the building, for an estimate of all installation costs to handle this by a change order in their contract. The estimated total installed cost of this phase of the project is from $20,000 to $22,000. Funds are available for this. Approval of these proposals is recommended.

On motion of Mr. McLaughlin, these proposals were approved as recommended.

REPORT OF THE FINANCE COMMITTEE ON PRINCIPLES GOVERNING RESEARCH CONTRACTS (8) At the meeting of the Board on August 5, 1947 (Minutes, page 512), the President of the University presented recommendations for changes in the regulations and policy of the Board governing research contracts. These changes would affect only the provisions relating to direct and indirect costs and the distribution of funds resulting from indirect cost charges. The Board referred these recommendations to the President of the University and the Finance Committee. The Committee has given careful consideration to these proposed changes. They have also been studied by the Directors of the Engineering and Agricultural Experiment Stations, the former and present deans of the Graduate School, the Vice-President in charge of the Chicago Professional Colleges, the Coordinator of the Small Homes Council, and the Bursar. These officers, who are representative of all University agencies concerned with research contracts, and the President of the University, have recommended approval of the changes. The Finance Committee concurs and recommends that the proposals as submitted to the Board of Trustees on August 5 be approved.

On motion of Mr. Williamson, these proposals were approved as recommended.

APPOINTMENT OF MISS MIRIAM A. SHELDEN AS DEAN OF WOMEN (9) The Executive Committee of the Board on August 29, 1947, appointed Miss Miriam A. Shelden of Millbrook, New York, and Washington, D. C , as Dean of Women at an annual salary of $6,500, effective September 15, 1947. Miss Shelden began her duties on September 15 and will be on the campus for at least 30 days, after which time she will report to the Bureau of Naval Personnel for as much time as may be necessary to train a successor in her assignment in the Navy. She will return to the University not later than January 1, 1048.
