in whole or in part by any other persons and will not sublet the same without the written consent of the Government. 4. The University unconditionally indemnifies the Government against any and all claims of whatever type or nature and all costs or expenses that the Government may be caused to suffer due to any injuries to persons or property resulting from the use and occupation of the premises by the University. 5. The lease runs for three years from September 20, 1946. The University has the right to renew the lease for an additional period of two years on the same terms and conditions as set forth in the original lease. The Government and the University shall each have the right to cancel the lease by giving written notice to the other party of its intention to cancel the lease six months prior to the effective date of cancellation or termination, and such effective date of cancellation shall either be June 30 or February 1 of any year after the date of the original lease.

CHANGES IN " P O L I C Y AND RULES RELATING TO COMPENSATION AND WORKING CONDITIONS OF NONACADEMIC EMPLOYEES''

Mr. McLaughlin, for the Committee on Civil Service and Employees, presented the following report.

The Director of Nonacademic Personnel, with the support of the Nonacademic Personnel Advisory Committee, recommends two changes in the "Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees," to bring the wording and policy in line with the original intent: Section IV, Paragraph 5 now reads: "All time in excess of the units of hours constituting the work day and the work week is overtime and will be compensated at time and one-half in cash unless the local prevailing practice for this group varies from this procedure, in which case the local prevailing practice will be followed. By mutual agreement between a department. . . ." This paragraph should read: "All time in excess of the units of hours constituting the work day and the work week is overtime, and will be compensated at time and one-half in cash unless under local prevailing practice a higher rate is paid in which case the local prevailing practice will be followed. By mutual agreement between a department and an employee, an employee may work overtime with equivalent time off at straight time. . . ." Section V I I I , Paragraph 2-B now reads: "In addition to the leave provided in the preceding paragraph, each full time, permanent and continuous employee who has served for one full year is entitled to an extended disability leave of one work week for each year of service, cumulative to a total of ten work weeks, which shall be allowed to reaccumulate to this maximum through additional service after being used in part or in full. No reduction shall be made in accumulations for prior service earned before March 1, 1944." This paragraph should read the same as present paragraph, with the following addition: "Each permanent and continuous employee employed regularly on a part-time basis is entitled to such fraction of one work week with pay as is represented by the relationship between this part-time employment and the full time schedules in his classification."

Director Dickason commented on these recommendations. On motion of Mr. McLaughlin, these changes were approved and adopted. EXECUTIVE SESSION Following a recess for luncheon, the Board considered the following matters presented by and for the President of the University.

PURCHASE OF PROPERTY AT 1 1 1 6 WEST ILLINOIS STREET, URBANA ( i ) The property at i n 6 West Illinois Street, Urbana, is available for purchase. It is in the area of anticipated future University expansion. It consists of a frame building containing two five-room apartments and a four-car garage building, on a lot 54 by 130. The property can be used to advantage for staff housing, in which there continues to be an urgent need. It is offered for sale at the appraisal price of the
