ADDITION TO THE CONTRACT FOR ELECTRIC CABLE SERVICE IN THE W O M E N ' S RESIDENCE HALLS AND THE ELECTRICAL ENGINEERING BUILDING (6) The Physical Plant Department has requested an increase of $5,699 in the contract with the A. S. Schulman Electric Company for electric cable service to the Electrical Engineering Building and the Women's Residence Halls. The original contract (approved by the Board on January 25, 1947) did not provide for such service, since the requirements were not known at that time. They have now been determined and the requested increase provides for them. Funds are available for this increase. The Comptroller recommends approval of this increase and I concur.

On motion of Mr. McKelvey, this recommendation was adopted.

AWARD OF CONTRACT FOR PLUMBING AND HEATING IN THE TEMPORARY CAFETERIA (7) The Reliable Plumbing and Heating Company has submitted an estimate of $4,789.93 to cover the University's portion of the plumbing and heating work required in connection with the construction of the temporary cafeteria. It is not possible to obtain competitive bids on this project because the Reliable Plumbing and Heating Company was the lowest bidder for the Federal Works Agency and is now actively at work on the site. The Physical Plant Department has analyzed the proposal and reports that it is reasonable. The Director of the Physical Plant Department and the Comptroller recommend that a contract be executed with the Reliable Plumbing and Heating Company for this work in an amount of $4,789.93. I concur and request that the Comptroller and the Secretary of the Board of Trustees be authorized to execute this contract.

On motion of Mr. McLaughlin, these recommendations were approved.

REAPPROPRIATION OF UNEXPENDED BALANCES AT JUNE 3 0 , 1 9 4 7 (8) The Comptroller submits the following list of balances at June 30, 1947, on which expenditures could not be completed as of that date and for which reappropriation is requested for the year 1947-1948. All of these items are for special, nonrecurring purposes. The sum involved is represented by a balance in the University Income Fund in the State Treasury or in funds accumulated from government contracts in the University treasury. All appropriations from State tax funds for the biennium 1945-1947 were expended or fully encumbered on June 30 and will be fully expended by September 30, 1947. I recommend the reappropriation of these balances for the fiscal year July 1, 1947, to June 30, 1948.
