orders for the purchase of all articles and materials for all departments of the University in all cases where the Board has not given this authority to some other person or committee." It is necessary to issue purchase orders directly from the Chicago Professional Colleges and from the Undergraduate Divisions in Chicago (Navy Pier) and at Galesburg, and it is desirable that the officer in charge of purchasing at each of these branches have the title "Purchasing Agent." The Purchasing Agent works under the direction of the Business Manager of each branch and also under the general advisory guidance of the chief purchasing agent of the University. The Comptroller recommends, and I concur, that the title of the chief purchasing officer of the University be "Director of Purchases," leaving the way to appoint a "Purchasing Agent" at each of the other divisions of the University. A draft of proposed changes in the University Statutes to accomplish this is submitted for approval, and a few additional minor changes are incorporated to bring the Statutes up to date (see page 478).

On motion of Mr. Williamson, the Statutes were amended as recommended, effective July 1, 1947.

RELEASES OF FUNDS FROM STATE-WIDE PUBLIC WORKS PROJECTS APPROPRIATION (11) Governor Dwight H . Green has authorized the release of funds from the appropriation made to the University of Illinois by the 64th General Assembly in the "Act making appropriations for a State-wide system of public works projects, including all ordinary and contingent expenses relating thereto," as follows: Release No. 379 "For construction of Utilities Distribution System (Chicago) $400 000" Amount released II 250 To supplement the $21,000 released on September 27, 1945 (Release No. 9 ) , which amount is to be used to meet the increased cost of architectural services resulting from the fact that the cost of this construction will materially exceed the original estimates. Release No. 380 "For construction of Veterinary Building and equipment $750 000" Amount released 18 000 To supplement the $31,250 released on October 31, 1945 (Release No. 89), which amount is to be used to meet the increased cost of architectural services resulting from the fact that the cost of this building will materially exceed the original estimates. Release No. 381 "For construction of Band Building and equipment $220 000" Amount released 5 400 To supplement the $3,900 released on October 31, 1945 (Release No. 00), which amount is to be used to meet the increased cost of architectural services resulting from the fact that the cost of this building will materially exceed the original estimates. Release No. 382 "For Library Addition and equipment $315 000" Amount released 7 200 To supplement the $11,812 released on October 31, 1045 (Release No. 91), which amount is to be used to meet the increased cost of architectural services resulting from the fact that the cost of this building will materially exceed the original estimates. Release No. 383 "For construction of Animal Husbandry Laboratories and equipment $435 000" Amount released 11 000 To supplement the $19,575 released on October 31, 1045 (Release No. 93), which amount is to be used to meet the increased cost of architectural services resulting from the fact that the cost of this building will materially exceed the original estimates.
