These funds have been used for some of the purposes indicated and there remains approximately $17,000. The Coordinator of the Small Homes Council requests the use of this balance for the construction of a field office for the Small Homes Council and a research house. The field office has been designed to provide facilities for the advancement of housing research, not as quarters for the Small Homes Council. Plans have been prepared for an attractive, efficient, service-type building which is not of permanent construction and which can be erected in a short time. I recommend that the Board authorize the use of the remaining funds in the appropriation for the Home Research Center for the construction of a field office and another research house. O n m o t i o n of M r . M c L a u g h l i n , t h e u s e of t h e s e f u n d s w a s a p p r o v e d for the purposes requested. CHANGES IN THE BUDGET OF THE ATHLETIC ASSOCIATION (18) The Board of Directors of the Athletic Association requests approval of the following actions: 1. An appropriation of $6,752 to cover the cost of rehabilitating and strengthening all of the bleachers owned and used by the Athletic Association on the campus to bring them up to the minimum specifications set by the committee appointed by President Stoddard, the contract for the work to be awarded to the Leavitt Manufacturing Company, from whom most of the bleachers were purchased. 2. An appropriation of $2,000 for the Intramural Festival, which was a combination of the intramural activities for the Galesburg Division, Chicago Undergraduate Division and the Medical College, and the Champaign-Urbana Division. 3. An appropriation of $1,250 for the intramural and intercollegiate activities at the Galesburg Division. The original appropriation for this purpose was in the amount of $750 and was intended to cover only the intramural activity. The additional appropriation is necessary to cover the cost of the intercollegiate activities, particularly basketball, and will bring the total amount appropriated to $2,000, which is approximately the same as that appropriated for athletic activities in Chicago. 4. An appropriation of $3,000 to the Alumni Association for the services rendered to the Athletic Association by the Field Secretary of the Alumni Association during the fiscal year 1946-1047. The above actions have been reviewed by the Comptroller, and he submits them for approval. I recommend approval.

On motion of Mr. Williamson, these changes in the budget of the Athletic Association were approved.

Unless otherwise specified, the purchase in each case is recommended on the basis of the lowest bid, or because the item is noncompetitive, or to obtain earliest delivery. I concur in the recommendations.
