RELEASE OF F U N D S FROM STATE-WIDE PUBLIC WORKS PROJECTS APPROPRIATION (12) Governor Dwight H . Green has authorized the release of funds from the appropriation made to the University of Illinois by the 64th General Assembly in the "Act making appropriations for a State-wide system of public works projects, including all ordinary and contingent expenses relating thereto," as follows: Release No. 361 "For construction of Mechanical Engineering Building and equipment. .$1 102 000" Amount released (to be used as designated in the title for this item) . . . 957 410 Release No. 377 "For construction of Fine Arts Building and equipment $ 740 000" Amount released (to be used as designated in the title for this item) . . . 706 700 I recommend that these funds be appropriated by the Board of Trustees for the expenditures specified in the releases. PURCHASE OF ILLINOIS TERMINAL RAILWAY COMPANY RIGHT-OF-WAY (13) On November 22, 1946 (Minutes, page 164), the Board authorized the purchase of a part of the right-of-way of the Illinois Terminal Railway Company within the campus which has become available as a result of the discontinuance of the use of the track through this right-of-way. At that time the University purchased all the land that was offered to it. It now develops that an additional tract of a total area of 12,740 square feet can be purchased at a price of $1,000. The land extends from the west line of Harvey Street about halfway to Gregory Avenue in Urbana. The land is needed for additional storage space adjacent to the present Physical Plant yard. The Director of the Physical Plant Department and the Comptroller recommend this purchase. I concur and request an appropriation of $1,000 from the General Reserve Fund to meet the cost. PURCHASE OF AIRCRAFT AND AVIATION INSURANCE (14) The Purchasing Agent recommends the purchase of aircraft and aviation insurance effective July I, 1947, for one year as follows: Aircraft Insurance — Liberty Mutual Insurance Company of Chicago, the lowest bidder, with a bid of $2,037.80, less 20 per cent at the termination of the policy, or a net premium of $1,630.24. Aviation Insurance — Associated Aviation Underwriters of Chicago, represented by H . R. Bresee Agency, Champaign, one of the lowest bidders, at a premium of $3,293.80. However, Bresee requires no deposit premium for the admitted liability (accident insurance to University members), while the others make such requirement. The aircraft insurance covers the following: A. Hull coverage, including all-risk insurance on the planes, covering against fire, lightning, windstorm, hail, and so forth, while the plane is on the ground. Also, coverage against fire to the plane while in flight. Coverage includes the plane, its instruments, and equipment ordinarily attached thereto.
