In accordance with the action of the Board, thirty-one High School Extension Centers have been in operation during the current year, enrolling for the first semester a total of about 3,000 students and for the second semester a total of about 2,000 students. In the study of facilities in relation to the progressive plan of admissions submitted to the Board, eligible students from the High School Extension Centers have been treated as former students of the University of Illinois, provided they were enrolled in the High School Extension Centers as of September, 1946. Because of first priority granted to former students of the University, and because of limited facilities for taking care of sophomores and especially of juniors and seniors during 1947-1948 and 1948-1949, the University was compelled to announce that new students enrolling in the Extension Centers as of February, 1947, could not be looked upon as former students. In the progressive plan of admissions presented to the Board, such students will be accepted as transfer students. In making plans for 1947-1948, school boards, superintendents, and principals cooperating with the University of Illinois have been told that the University can no longer look upon new students enrolling in the Extension Centers as former students. The effect of this announcement will be to discontinue the High School Centers in all cases, save those where a surplus of tax funds, the ability to employ additional staff, and the desire to work toward a junior college division make it possible for the high school concerned to operate on its own initiative. Beginning in September, 1947, postgraduate students who elect to go to such high schools will, upon completing their programs in the high schools, have the status of transfer students to the University of Illinois. Full appreciation has been extended to all the cooperating schools for the splendid work that was done to meet the emergency in 1946. The emergency in 1947 may be even more intense, but the college preparatory character of the programs offered in the High School Extension Centers simply increases the burden on the University of Illinois at the upper-class levels and, since the facilities of these levels will be heavily overtaxed, the University can not afford to create even the moral obligation to provide for more students than already have a claim to admission at the upper-class levels.

APPOINTMENT OF DR. WILBUR SCHRAMM (24) I recommend the appointment of Dr. Wilbur Schramm, now Director of the School of Journalism at the State University of Iowa, as Director of the University Press, Director of the Institute of Communications Research, with the rank of Research Professor of Journalism, and Assistant to the President, for one year beginning September 1, 1947, at a salary of $10,000.

On motion of Dr. Meyer, this appointment was made as recommended.

TAXATION OF UNIVERSITY PROPERTY

On request of President Stoddard, Professor Britton made a statement on the problems connected with the taxation of property of the University not used for educational purposes, but for income purposes only. After discussion, and on motion of Mr. McLaughlin, this matter was referred to the Committee on General Policy for consideration and recommendation.

TREASURER'S ACCEPTANCE AND BOND

The Secretary reported the receipt of the acceptance by Mr. I. L. Porter of the office of Treasurer, and of his bond in the amount of
