B. Purchases Authorized by the President of the University The following purchases have been authorized by the President of the University on the recommendations of the Purchasing Agent and the Comptroller. Unless otherwise specified the purchases were made on the basis of lowest bids, ceiling prices, or because the items are noncompetitive.

On motion of Mr. Davis, the action of the President of the University in authorizing these purchases was approved and confirmed.

LANDSCAPING FOR TEMPORARY HOUSING UNITS (18) Bids for the remainder of the landscaping work required in the veterans housing areas were invited, and only one bid was received. An analysis indicates it is an excellent bid, by a capable firm, and it is considerably below the Physical Plant Department's preliminary estimates. Several prospective bidders stated that they have too many previous contracts to undertake additional landscaping work. This bid includes preparation of ground, planting of lawn, and setting of trees. This firm has previously done landscaping for the Illini Union Building, Gregory Hall, and the McKinley Hospital Addition. It has an excellent reputation. The Physical Plant Department recommends award of the contract to Swain Nelson and Sons, Glenview, Illinois, on a base bid of $33,214.88 with costs distributed among the various F.P.H.A. contracts. I concur and request approval and authority for the Comptroller and the Secretary of the Board to complete the contract.

On motion of Dr. Meyer, this contract was approved and authorized as recommended.

INCREASE IN PURCHASE PRICE OF GASOLINE TEST ENGINE AND DIESEL TEST ENGINE FOR DEPARTMENT OF MECHANICAL ENGINEERING (19) An order has been placed with the Waukesha Motor Company for a gasoline test engine and a Diesel test engine for the Department of Mechanical Engineering. The price indicated on the order was $15,558.80 and the transaction was approved by the Board of Trustees on March 9, 1946 (Minutes, page 1019). The order was placed subject to any increase in price which might be made prior to shipment, and the Purchasing Agent is now advised that the total price will be $20,635.50.
