This report was received for record. APPROPRIATION FOR AUTOBIOGRAPHY OF DAVID K1NLEY (10) T h e University has a policy, established several years ago, of publishing biographies of former presidents. In 1923 it published "Selim Hobart Peabody, a Biography" by Mrs. Katherine Peabody Girling, his daughter, and in 1934. "The Life and W o r k of Andrew Sloan Draper" by Harlan Hoyt Horner. A biography of the first President, John Milton Gregory, by his daughter, was written and published elsewhere during the 1920 decade. T h e Director of the University Press has the manuscript for the "Autobiography of David Kinley." H e requests authority to publish it and an appropriation of not to exceed $5,000 for that purpose. APPROPRIATION FOR BAND UNIFORMS (11) In previous years members of the University of Illinois Bands were required to purchase uniforms. Students in the Reserve Officers' Training Corps are furnished Army uniforms by the W a r Department, but the W a r Department does not furnish Band uniforms. Students in the Bands receive credit for military training during their first two years and for this they are required to drill regularly and to perform at military ceremonies. In addition, Bands perform at numerous University functions each year for which the members re-
