mester of 1946-1947 of new staff members who were employed for the first semester, and for other necessary staff additions. The last item of $575,000 will be needed for emergency adjustments in regular departmental expense and equipment budgets for the remainder of the current year, and for nonrecurring items. It is proposed to allocate the fund for salary adjustments to the various departments on the basis of the principles to be established by the President on the recommendation of the University Council. I recommend that: 1. T h e appropriation of $1,500,000 be added to the General Reserve Fund of the University. 2. The sum of $800,000 be appropriated for salary adjustments of academic and nonacademic staffs in the Urbana-Champaign divisions and the Chicago Professional Colleges. 3. The President be authorized to make emergency adjustments out of the remaining funds for staff additions and departmental expense and equipment for the remainder of the year, all such adjustments to be reported to the Board. Recommendations for nonrecurring appropriations from remaining funds will be submitted to the Board for consideration from time to time. O n m o t i o n of M r . STAFF HOUSING PROJECT (3) On May 29, 1946 (Minutes, pages 1113-1115), the Board approved a plan for the purchase of lots in residential areas in Urbana and Champaign and of 50 prefabricated houses to be constructed on these lots for rental or sale to University staff members. This project is being financed jointly by the University and the University of Illinois Foundation. T h e Board of Trustees appropriated $176,000, and the Foundation has secured a mortgage loan of an equal amount. With this sum it was possible to finance only 44 houses. T h e University has an opportunity to purchase an additional house of this type, located at 503 South Garfield, Champaign, which was constructed by a private owner for his use but who is now leaving the University. H e is willing to sell the house for what it and the lot cost him—$8,500. There may be some additional cost to the University in securing the transfer of title. A n option which expires February 28 was secured on this house to control it for University staff use. I recommend that the Board authorize the purchase of this house as a part of the staff housing project and that an additional appropriation of $8,600, or so much thereof as may be necessary, be made for this particular acquisition. SUPPLEMENTARY STAFF HOUSING PROJECT (4) In spite of all efforts made by the University, the staff housing situation in the Urbana-Champaign departments remains acute. Heads of educational divisions indicate that the housing shortage presents one of the most serious obstacles to securing needed additions to the staff. The situation will be aggravated next year if the staff additions provided for in the biennial budget are realized. The Provost has recommended that the University extend its staff housing program by the erection of an additional group of houses similar to the project approved by the Board on May 29, 1946 (Minutes, page 1113), and now nearing completion. At my request, the problem has been reviewed by the Comptroller, the Director of the Physical Plant, and the Provost, who jointly recommend that a new project of 25 prefabricated houses be authorized. This project is to be financed in part by a special State appropriation and in part by a self-
