purchase of equipment from the Navy as described, with the understanding that immediate sale of equipment not wanted for educational purposes be made. ARCHITECTURAL AND ENGINEERING SERVICES FOR APARTMENT BUILDING (5) On June 30, 1945, the Board of Trustees authorized the employment of architectural and engineering firms for designing and planning buildings and other permanent improvements in the University's building program for 10451947. This authorization included employment of Skidmore, Owings, and Merrill, Chicago, as architects for an apartment building for married students. A contract for professional services was executed as of August 6, 1945. Subsequently the University's housing plans changed. T h e sudden termination of World W a r II necessitated providing quickly a great deal of housing for both married and unmarried veterans. Available funds were used for installation of temporary housing secured through the Federal Public Housing Authority. W o r k on the plans for the permanent apartment building project was suspended after Skidmore, Owings, and Merrill had already done some preliminary work for which the firm has been paid $1,604.84. Recently the apartment building project has become again active due to the interest of lending agencies in financing it. Therefore, the contract with Skidmore, Owings, and Merrill, which had been suspended, has been reactivated. O n m o t i o n of D r . M e y e r , t h e c o n t i n u a t i o n o f t h e s e s e r v i c e s w a s approved. INSTALLATION OF PRESIDENT (6) A request that the Board of Trustees authorize ceremonies for the installation of the President of the University, and appropriate funds to cover the cost of the same. A two-day affair would be in order, with one day devoted to ceremonies in Chicago in which the Chicago Professional Colleges of Medicine, Dentistry, and Pharmacy and the Undergraduate Division at Navy Pier would participate, and the other the formal inaugural on the following day at Urbana-Champaign. On both occasions it would be appropriate to have addresses by distinguished educators, scientists, and public officials. It is difficult to make an accurate estimate of the cost, but an appropriation of $10,000 is suggested. It is proposed also to have a meeting of the Citizens Advisory Committee on the day following the installation, to sum up, in terms of interest of the entire state, the significance of the ceremonies. T h e P r e s i d e n t of t h e U n i v e r s i t y w a s a u t h o r i z e d t o m a k e all a r r a n g e m e n t s , in c o n f e r e n c e w i t h c o m m i t t e e s of t h e B o a r d , t h e F a c u l t y , and the Citizens Committee. ADVISORY COMMITTEE FOR INSTITUTE OF LABOR AND INDUSTRIAL RELATIONS (7) The faculty council and advisory committee on the Institute of Labor and Industrial Relations recommends the appointment of an advisory committee of five representatives each from labor, management, and the public. I have asked Dr. Phillips Bradley to present this matter to the Board.
