On motion of Mr. Williamson, this schedule of recommendations for capital items for 1947-1949 was unanimously approved, to be filed as a tentative biennial budget under the State Finance Act, and the President of the University and the President of the Board were requested to take charge of the matter from now on.

TRIBUTE TO HENRY E. WILSON

At this point, Mr. McKelvey presented the following.

In the recent death of Henry E. Wilson, for thirty years General Secretary of the University Y.M.C.A., the University of Illinois lost a loyal friend. While not an official member of the University staff, Mr. Wilson's contribution to the University's welfare and student life has been far-reaching and outstanding. His able leadership brought him, and the University, national and world-wide recognition in Y.M.C.A. circles, and the Association he so ably led has had top rank rating for many years. Mr. Wilson's chief concern was that the Y.M.C.A. should serve the University by providing leadership and a program in the area of moral and spiritual values. The beautiful building which is the house of the Y.M.C.A., while a gift of friends interested in the moral and spiritual life of students, is also a testimonial of the dreams and the untiring efforts of Mr. Wilson. Therefore, be it resolved, that the Board of Trustees hereby records its appreciation of Mr. Wilson's contribution to the life of the University over so many years, and directs its Secretary to spread this resolution on the minutes and to send copies to Mrs. Wilson and to the officers and directors of the Y.M.C.A.

On motion of Mr. McKelvey, this resolution was adopted by unanimous vote.

DR. BRADLEY INTRODUCED

At this point, President Stoddard introduced Dr. Phillips Bradley, Director of the Institute of Labor and Industrial Relations. Dr. Bradley spoke briefly on the work and purposes of the Institute.

SECRETARY'S REPORT OF CONTRACTS

The Secretary presented for record the following documents signed by the President and the Secretary of the Board, and deposited with the Secretary since the last report.

1. Globe Coal Company, contract dated August 15, 1946, for 10,000 tons of coal, @ £2.75 a ton, f.o.b. mine. 2. LeBaugh Coal Company, contract dated October I, 1946, for 1750 tons of coa\, @, $7.00 a ton, delivered in bins. 3. Taylor-English Coal Company, contract dated August 30, 1946, for 20,000 tons of coal, @ $2.70 and $2.90 a ton, f.o.b. mines. 4. War Assets Administration, interim permit to use and occupy Mayo General Hospital at Galesburg, Illinois, dated September 20, 1946. SALE OF ROSELAWN CEMETERY LOTS
