BUDGET FOR DIVISION OF SERVICES FOR CRIPPLED CHILDREN, 1948-1949 (12) The budget of the Division of Services for Crippled Children for the fiscal year beginning July I, 1948, has been prepared by the Director of the Division, Dr. Herbert R. Kobes, and is endorsed by Vice-President A. C. Ivy. I recommend that:

1. This budget, covering the allocation of the Division's income from State appropriations and Federal grants for the fiscal year beginning July 1, 1948, be approved. 2. The President of the University be authorized in accordance with the needs of the Division and within its total income to ( a ) make such changes and adjustments as are needed, (b) make such additional appointments as are necessary, and (c) accept resignations as are offered.

On motion of Mr. Williamson, this budget was approved, authority was granted to the President as requested, and appropriations were made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Holt, Mr. Livingston, Dr. Luken, Mr. McKelvey, Mr. McLaughlin, Dr. Meyer, Mr. Williamson; no, none; absent, Mr. Green, Mr. Nickell. OPEN SESSION When the Board convened in open session at 2 p.m. on June 15, 1948, the same members and officials were present as before; also Director J. F. Wright, and, for the consideration of the rates of wages of operating engineers in the Chicago divisions, Mr. Anthon J. Imhahn, Second Vice-President of the International Union of Operating Engineers, A.F.L., and Mr. Charles E. Reid, Assistant Chief Operating Engineer at the Chicago Professional Colleges, Mr. Harry W. Pearce, Superintendent of Buildings and Grounds of the Chicago divisions, Mr. H. N. Cooley, Assistant to the Dean of the Undergraduate Division, and Mr. C. L. Williston, Manager of the Office of Public Information in the Chicago divisions. During the presentation and discussion of the wages of operating engineers, Mr. Robert Gordon, State Director of Labor, was present.

WAGES OF OPERATING ENGINEERS IN CHICAGO DIVISIONS

President Fornof announced that the Board had invited Mr. Anthon J. Imhahn, Second Vice-President of the International Union of Operating Engineers, A.F.L., and President of Local 399 of the same union, to appear before the Board for the purpose of making a statement of his reasons for requesting an increase in wages for operating engineers in the Chicago divisions. President Fornof then stated that the Board was glad to afford Mr. Imhahn this public hearing and that Mr. Imhahn was present. He then asked the Legal Counsel, Mr. Britton, to conduct the hearing.
