On motion of Dr. Meyer, the Committee on Chicago Departments was authorized to call on Mr. Newton C. Farr as consultant and the Executive Committee was authorized to arrange for such assistance to Mr. Farr as he may request.

SITE FOR N E W Y . M . C . A . BUILDING IN CHICAGO

On motion of Dr. Meyer, the Secretary was instructed to record the fact that the Board looks with favor on the location at Damen and Polk Streets, Chicago, for a proposed new Y.M.C.A. building in the Medical Center District.

O P I N I O N ON TAXATION

Mr. Britton reported on the status of various attempts to tax property owned by the University. On motion of Dr. Meyer, the Executive Committee was authorized to release the opinion of Chapman and Cutler when received. OPEN SESSION The Board convened in open session at 10 a.m.

MINUTES APPROVED

The Secretary presented the minutes of the meeting of April 10, 1948. On motion of Mr. Nickell, the minutes were approved as printed on pages 1055 to 1090 above.

MATTERS PRESENTED BY PRESIDENT STODDARD

The Board considered the following matters presented by the President of the University.

DISSOLUTION OF AGREEMENT ENTERED INTO MARCH 2 6 , 19 2 3 , BETWEEN THE UNIVERSITY OF ILLINOIS AND THE OFFICE OF THE SUPERINTENDENT OF PUBLIC INSTRUCTION CONCERNING THE HIGH SCHOOL VISITOR'S OFFICE ( i ) This agreement provides for a sharing, by the two offices, of the authoritative inspection of public four-year high schools. In effect, the University of Illinois has maintained this office for accreditation purposes as an agency of the Superintendent of Public Instruction. In downstate areas the division has been geographical, the University and the Office of Public Instruction alternating; in Chicago the inspection has been carried on jointly. A final provision of the agreement states that it "may be dissolved without prejudice at any time upon the request of either of the agreeing parties." While the agreement was made in 1923 between President David Kinley and Dr. F . G. Blair, Superintendent of Public Instruction, with subsequent confirmation by the Board of Trustees of the University, I feel that a matter of policy is involved and I am, therefore, bringing it to the attention of the Board for action. Following the agreement referred to above, the Board authorized the appointment of a Senate committee to implement it. Changes will be indicated in the functions of this committee, and, of course, staff adjustments will need to be made. The actual machinery of inspection and accreditation as carried on by the University follows the action of the Board of Trustees dated May 10, 1935: "There shall be a Committee on Admissions from Secondary Schools which shall be a committee of the University Senate and which shall consist of not fewer than five nor more than seven members. No two members shall be from the same department and not more than two members shall be from any one college of the University. The High School Visitor and the Registrar shall be members of this committee. The High School Visitor shall be, ex officio, its secretary.
