These contract additions are necessary to carry out the University's obligations on the projects. Under F W A regulations the Government contractors on the buildings could not undertake doing the University's part of the work until all of the F W A contracts had been completed. The contractors are now free to do the University's work. In the case of the warehouse the F W A installed the heating equipment in the building but the University must assume the cost of constructing a steam conduit from the nearest source of supply to the building. The Veterans' Temporary Recreation Building is being used for recreational activities and also as a Nursery School. Under Federal law, the F W A could not allocate this building to the University of Illinois as a Nursery School building, but could do so as a Veterans' Recreation Building. All construction and installations were therefore pointed toward such use. It is desirable to make certain installations in this building so that it can be used more effectively as a Nursery School. The contract addition recommended here is for improvements to make the building more usable for Nursery School purposes without detracting from its use as a recreation building. Funds are budgeted for these improvements. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute these contract changes. O n m o t i o n of M r . ADDITION TO GENERAL CONTRACT FOR THE NEW CHEMISTRY BUILDING (15) The Director of the Physical Plant Department and the Comptroller recommend an addition of $1,120 to the contract with the John Felmley Company for general work on the Chemistry Building for diversion of a storm sewer encountered in the construction of the underground tunnel from the new building to the present tunnel connecting Noyes Laboratory and the Chemistry Annex. The sewer was not shown in any existing records. I concur and request that the Comptroller and Secretary of the Board be authorized to execute this addition to the contract. Funds are available. ASSIGNMENTS OF ATHLETIC ASSOCIATION FUNDS (16) T h e Board of Directors of the Athletic Association has made assignments of its funds for the following purposes and requests approval of the same by the Board of Trustees:

IMPROVEMENTS AT THE STADIUM

1. Food Service in the Southwest Tower. — By paving the floor and making other improvements in the southwest tower, space can be provided for a cafeteria accommodating 300 patrons and two private dining rooms each accommodating 50 people. The estimated cost of this improvement is $10,000. The Illinois Sport Service, with which the Athletic Association has a contract for food service at the Stadium, has agreed to provide and install at its expense the necessary equipment for operating the dining rooms. T h e facilities would take care of the training table during the football season and would also provide a public food service on days of football games. 2. Paving Under South Stand. — It is desirable to complete the paving of the area west of the new truck entrance under the south stand to furnish storage space for bleachers and other equipment. The estimated cost of this improvement is
