The negotiations have been hampered by the claim of the Director of Nonacademic Personnel that the prior obligation of the University to meet wage adjustments for employees whose rates are determined by prevailing rates makes it impossible for him to agree upon adjustments for employees who negotiate directly with the University through their representative. The Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees provides three methods of determining wage adjustments. The Policy does not state, however, that employees whose wage rates are determined by one method shall be denied adjustments because employees whose wages are determined by another received adjustments. We therefore ask the Board of Trustees to take steps to make it possible for employees who negotiate directly with the University through their collective bargaining representative to realize the fruits of collective bargaining. We will welcome the opportunity to confer with any committee named by the Board to consider our request. Sincerely,

MINUTES APPROVED

T h e Secretary presented the minutes of the meetings of F e b r u a r y 21 and M a r c h 9, 1948. On motion of M r . Livingston, the minutes were approved as printed on pages 971 to 1054 above.

REPORT OF THE EXECUTIVE COMMITTEE, MARCH 2 5 , 19 4 8

The Secretary reported for record that the Executive Committee on March 25, 1948, approved a recommendation from the President of the University that the certificate of Certified Public Accountant be awarded to the candidates who have fulfilled all requirements and who have passed the C.P.A. examination given in November, 1947. (See Appendix, page 1083.)

MATTERS PRESENTED BY PRESIDENT STODDARD

The Board considered the following matters presented by the President of the University.

APPROPRIATION FOR MEDICAL BETATRON

(1) On February 21, 1948 (Minutes, page 979), the Board of Trustees, on recommendation of the Committee on Special Appropriations and Nonrecurring Expenditures, approved an appropriation of $110,000 for the purchase of a medical betatron for the Chicago Professional Colleges, provided a grant for this purpose could not be secured from a Federal agency, or a private source. Applications for a grant from such sources all have been declined, so that if the betatron is to be secured the cost must be met from University funds.
