MATTERS PRESENTED BY PRESIDENT STODDARD T h e B o a r d considered the agenda for the meeting a n d took action on t h e f o l l o w i n g m a t t e r s p r e s e n t e d b y t h e P r e s i d e n t of t h e U n i v e r s i t y . CONTRACT FOR TABULATING EQUIPMENT ( i ) F o r a number of years the University has maintained tabulating (punchcard) equipment, leased from the International Business Machines Corporation. This equipment is under the supervision of the Comptroller and is used about two-thirds time for payrolls, tax reports, and other business functions, and the remaining one-third for service to educational departments. It is highly desirable that the student registration procedure in the UrbanaChampaign departments be mechanized through the punch-card system. The Director of Admissions and Records and the Comptroller compiled a schedule of the equipment which must be added. The plan of administration has not been worked out, but since approximately 16 months is required for delivery of the equipment after an order is placed, it is necessary to make a contract now to have the equipment available for the first semester of 1949-1950. An annual net rental, after allowing for educational discount, totaling $14,602, is indicated at present price schedules. Additional services, estimated to cost $7,800 a year, and a nonrecurring appropriation for filing and other office equipment will also be required. Some additional equipment is needed in the Business Office installation to make it possible to serve more completely the needs of educational departments. The total rental of the equipment needed is $15,423 as compared with the present schedule of $13,580. The cost of tabulating services rendered is charged to the departments receiving the service. The new installation will be used for further service to educational departments after the requirements of the registration system have been covered. I recommend that general approval be given to this program, and that the Comptroller and Secretary of the Board be authorized to conclude contracts with the International Business Machines Corporation for equipment indicated herein, with authorization to make minor adjustments in the schedule as further studies progress, or the needs for various services indicate. T h e Comptroller discussed this matter. O n m o t i o n of D r . M e y e r , t h i s p r o g r a m w a s a p p r o v e d in p r i n c i p l e , a n d authority w a s given as recommended. FINANCING OF CHICAGO HOUSING PROJECTS (2) On September 24, 1946 (Minutes, page 55), Vice-President A. C. Ivy presented to the Board of Trustees the housing needs of the Chicago Professional Colleges, including staff residential facilities, student residence halls, and a nurses' residence. On October 22, 1946 (Minutes, page 129), the Board approved the recommendation of a special committee for the construction of student and nurses' residence facilities in Chicago and authorized requests for State appropriations for these facilities. These appropriations were not secured. Meanwhile, studies have been made and discussions carried on of the possibilities of securing loans for these projects. The Equitable Life Assurance Society of New York is willing to consider an application for a loan for the total construction costs of the projects, up to a tentative maximum of $6,000,000, to be payable in 20 to 25 years, interest at 4 % to 4^2%. The loan would be made to the University of Illinois Foundation, to which the sites for the projects would be conveyed by the Board of Trustees. The Foundation would lease the projects to the University. Such leases would have to be on a biennial basis, with option of renewal. Present estimates of the costs of the projects are as follows: Student Residence Hall $2 153 180 Nurses' Residence 1 655 000 Staff Apartments 1 293 600 Total $5 101 780
