REVISION OF UNIVERSITY OF ILLINOIS STATUTES (12) A s the Board has previously been informed, a Committee of the University Senate and an Administrative Committee appointed by President Lloyd Morey have been working jointly on a revision of the University of Illinois Statutes. The first section which includes all statutory provisions dealing with matters of educational policy and organization in which the University Senate has a natural concern has been completed and is now under consideration by the Senate. At the Board meeting on April 27 the President of the Board was authorized to appoint a special committee to consider the statutory revisions to be recommended by the Senate and the President of the University. This authorization was to replace a committee appointed in 1953 which needed to be reconstituted because of changes in the personnel of the Board. The Senate Committee and the Administrative Committee are ready to discuss with the Board Committee the substance of the proposed Statutes. The Senate Committee will then report to the Senate the results of these discussions. All members of the Board have received a draft of part one of the Statutes with the corresponding sections in the present Statutes shown for purpose of comparison. Much of what has been done here is editorial revision and codification of organizational patterns and procedures already authorized. There are a few substantive changes, and it is with particular reference to these that the Senate Committee and the Administrative Committee desire a conference with the Board of Trustees for the purpose of explanation. This report w a s received for record. POLICE TRAINING INSTITUTE (13) The Sixty-ninth General Assembly of Illinois enacted a law (Senate Bill No. 649) for the establishment and operation of a Police Training Institute by the University of Illinois. The bill provides that the training offered by the Institute shall be under the direction of the Division of University Extension and that there shall be three representatives of the University designated try the Board of Trustees to serve on a policy committee for the selection of the curriculum. Accordingly, I am nominating the following as the University's representatives: Director Royden Dangerfield, Institute of Government and Public Affairs; Professor Charles H . Bowman, College of Law; and Mr. Joseph E. Ewers, Security Officer. O n m o t i o n of M r . L i v i n g s t o n , t h e s e a p p o i n t m e n t s w e r e a p p r o v e d . EASEMENT ACROSS HACKETT FARMS (14) The Board of Trustees at its meeting on September 23 considered a request from the Panhandle Eastern Pipe Line Company of Kansas City, Missouri, for an easement to construct and maintain a six-inch pipe line parallel to and within thirty feet of an existing pipe line on the Hackett Farms in Douglas County, owned by the University and held in trust as an endowment of scholarships. The Company offered $1.00 per linear rod and to pay for all damages to crops, fences, or property resulting from the installation and operation of the pipe line. Action on this was deferred and University officials were instructed to inform the Company that the Board regards the compensation offered as too small in terms of the amount of work required of University personnel and the overhead costs incidental to the granting of this easement. The Company now offers $2.00 per linear rod, plus reimbursement for actual damages, and the University will have the right to purchase gas through one tap for domestic purposes in one residence. This is a reasonable figure which does not penalize the Company and maintains the price which other landowners in the vicinity are willing to accept for such easements. The Executive Committee of the Board was empowered to act and has authore d the easement on the basis of the new terms.

On motion of Mr. Bissell, the action of the Executive Committee was confirmed.
