General Reserve Fund. These actions were taken by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mr. Swain, Mr. Williamson; no, none; absent, Mr. Stratton, Mrs. Watkins.

EASEMENT ACROSS HACKETT FARMS

(17) T h e Panhandle Eastern Pipe Line Company, a Delaware corporation, of Kansas City, Missouri, has requested that the University grant it an easement to construct and maintain a six-inch pipe line parallel t o and within thirty feet of an existing pipe line located on the following described property on the Hackett farms in Douglas County which were bequeathed to the University several years ago as an endowment of scholarships: Twenty-four and one-half (245/2) acres off of the South side of the West Half of the Southeast Quarter of Section Six ( 6 ) , Township Fifteen (15) North, Range Seven (7) East of the Third Principal Meridian; Also, Twenty-four and one-half (24J/2) acres off of the South side of Lot One (1) of the Southwest Quarter of Section Six ( 6 ) , Township Fifteen (IS) North, Range Seven (7) East of the Third Principal Meridian; Also, Thirty-nine and two-thirds acres (39?^) off of the South side of Lot 2 of the Southwest Quarter ( S W 54) of Section Six ( 6 ) , Township Fifteen (15) North, Range Seven (7) East of the Third Principal Meridian, and that property commencing 48.72 rods North of the Southwest Corner of said Section Six ( 6 ) , Township Fifteen (15) North, Range Seven (7) East of the Range line, thence East 288 rods parallel with section line to the West line of the East Half of the Southeast Quarter ( S E J/i) of said Section Six ( 6 ) , thence North in said line 48 rods and 25 links, thence West 288 rods to range line, thence South 48 rods and 25 links to place of beginning. T h e Company will pay the University $1.00 per linear rod, which will amount to approximately $100. In addition, the Company will pay for all damages to crops, fences, or property caused by the installation of the line or by making future repairs. T h e University shall have the right to purchase gas through one tap for domestic purposes in one residence. T h e Dean of the College of Agriculture and the Comptroller recommend that the easement be granted. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute such documents as they may deem necessary or desirable in order to grant such an easement.

On motion of Mr. Livingston, action on this was deferred and the Executive Committee empowered to act if necessary. University officials were instructed to inform the Company that the Board regards the compensation offered as too small in terms of the amount of work required of University personnel and the overhead costs incidental to the granting of this easement.

CLASSIFIED GOVERNMENT RESEARCH SECURITY CLEARANCES FOR TRUSTEES (18) T h e Board of Trustees has declared, and has made this a matter of record, that its Executive Committee shall act for the Board on any contracts, and business incidental thereto, dealing with classified material relating to government research, so that only the members of the Executive Committee will be required to have security clearances and to avoid the necessity of securing such clearances for all the members of the Board. In order to make this certification acceptable to governmental authorities, it is necessary to adopt the following supplementary declaration: The Board of Trustees further declares that only Trustees Herbert B. Megran, U. S. Citizen, P a r k Livingston, U. S. Citizen, and Frances B.
