The Dean of the College of Agriculture and Director of the Agricultural Experiment Station and the Comptroller recommend authorization of a lease for Si.oo an acre under the standard oil and gas lease provisions. The proposed lease has been drawn to conform with all state laws and court decisions. It has the approval of all recommending officers and of the Legal Counsel. I recommend that the Board authorize its Comptroller and its Secretary to execute such lease or leases. The initial lease will be for a period of six months.

On motion of Mrs. Holt, the Comptroller and Secretary of the Board were authorized to execute these leases. This action was taken by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Williamson; no, none; absent, Mr. Nickell, Mr. Stratton, Mr. Swain, Mrs. Watkins.

EMPLOYMENT OF ASSISTANCE TO LEGAL COUNSEL IN CHICAGO (15) In view of the amount of litigation in the courts of Cook County involving the University, and other legal problems the University has at the Chicago P r o fessional Colleges and at the Chicago Undergraduate Division, consideration has been given to the advisability of employing a full-time assistant to the Legal Counsel in Chicago to reduce the necessity of engaging special counsel to represent the University. On checking the fees paid to special counsel for services in Chicago during the past five years, the Legal Counsel has concluded that employment of a full-time assistant would not be justified but that the needs of his office would be served by employment of part-time assistance. The Legal Counsel has recommended that the University retain Mr. Prentice H. Marshall of the law firm, but not a partner, of Johnson, Thompson, Raymond, Mayer, and Jenner, Chicago, on a retainer basis of $400 a month for a trial period of one year from July I, 1956. For this retainer, Mr. Marshall will render all legal services the Legal Counsel will require of him during that period, including representing the University in minor litigation and advising University officials in Chicago, as directed by the Legal Counsel. While Mr. Marshall will do a major portion of the work required, this arrangement will not eliminate entirely the necessity of employing special counsel in matters requiring the services of specialists, as, for example, on bond issues and trial lawyers in major cases. I recommend approval and an assignment of $4,800 (nonrecurring) from the General Reserve Fund for this purpose.

On motion of Mr. Livingston, this recommendation was approved and the requested appropriation was made by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Williamson; no, none; absent, Mr. Nickell, Mr. Stratton, Mr. Swain, Mrs. Watkins.

RENEWAL OF LEASE OF QUARTERS IN BUILDING AT 7 0 4 S O U T H SIXTH STREET, CHAMPAIGN (16) The Director of the Physical Plant and the Comptroller recommend renewal of the University's lease of space in the building at 704 South Sixth Street, Champaign, for five years from September 1, 1956, at a rental of $708.33 a month on the same terms as the existing lease previously authorized by the Board of Trustees, which will expire September I. The University is presently leasing space on the first floor of this building for housing the National Council of Teachers of English and on the second floor for the Institute of Labor and Industrial Relations. As the new lease will extend beyond a fiscal biennium, the lease will be executed by the University of Illinois Foundation, which will then sublease to the University. T h e University will enter into an agreement with the National Council of Teachers of English whereby the latter will pay one-half of the rental for the first-floor area ($150 a month) and will assume full cost and all responsibility for cleaning and utilities, including heat, for the area it occupies. This agreement will be for a limited period, but with a renewal option. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute all necessary documents.
