temporary housing project, but if federal funds are made available the University can use the State appropriation for the construction of permanent housing facilities for students as originally planned. We hope, therefore, that SJR 122 may be amended to enable us to secure an allotment of funds which witl cover the cost of moving houses made available by federal agencies to UrbanaChampaign and installing them here. Projects other than the removal of the 275 houses from Charlestown, Indiana, are under active consideration, for which additional funds may be needed. Representatives of the University of Illinois will undoubtedly want an early conference with officers of the National Housing Agency. We will advise you later on this point. President 1945 December 14 Dr. A. C. Willard, President University of Illinois I urged, and Public Buildings and Grounds House Committee of which I am a member this morning recommended, the passage by House of Senate Bill passed Wednesday for appropriation of $160,000,000 to move and restore complete present temporary houses and units for use of municipalities and educational institutions for Veterans, University to furnish land only. Feel sure bill will pass the house Monday. You should immediately contact National Housing Administration setting forth your need and if important enough request me for conference of'University Representatives with National Housing Administration in Washington. First come first served may prevail. Advise if University has already paid part of cost of any such units as I will present a retrospective amendment including refund or inclusion of such units.

Director Havens presented these communications and reported that he had been unable to secure permission from the State of Indiana to move the 275 houses from Charlestown. After discussion, it seemed advisable for President Livingston, Mr. Davis, and President Willard to discuss this matter in Washington early in January.

MR. FRANK E. BELL, J R . , APPOINTED MANAGER OF FOUNDATION

Mr. Woods reported that after interviews with several candidates and discussion of their qualifications with President Willard and Dr. Stoddard, the University of Illinois Foundation had, subject to the approval of the Board of Trustees, appointed Mr. Frank E. Bell, Jr., as manager of the University of Illinois Foundation, at a salary of $7,500 a year, beginning when he reports for duty and continuing until August 31, 1946. On motion of Mr. Davis, this appointment was approved. President Livingston secured the concurrence of Dr. Meyer by telephone. Mr. Woods summoned Mr. Bell to the room, and President Livingston informed him of the action. Mr. Bell accepted, and stated that he could begin work immediately, and the appointment was made effective as of December 17, 1945. Mr. Bell was requested to prepare a budget for his office for the rest of the academic year, in consultation with the President of the University and the Foundation.
