sulfation with the dean of the college concerned, in accordance with the scientific benefits resulting to the University and the public, considering the direct value that accrues to the donor from the research project, as follows: ( i ) Those mainly for the benefit of outside sponsors with little o r no research objectives involved from the standpoint of the University. (Example, U. S. war contracts and contracts covering commercial tests in accordance with Article 46 of the University Statutes which specifies "such tests are justified when the result may be of scientific value, or when the necessary facilities do not exist elsewhere or are not readily accessible.") (2) Those which are largely for the benefit of sponsors but which fit into the University research objectives. (3) Those which are supplemental to the University's research program and provide funds for desirable expenditures which the University otherwise would not be able to make or, in some instances, would relieve the University of expenditures that it might otherwise make and thus free University funds for other or additional research expenditures. Projects in group (1) should be charged with an amount that will compensate the University, as fully as possible, for all indirect costs to which it has been put in carrying out the project. T h e rate of reimbursement for indirect costs of group (2) will be determined by the Director of the Experiment Station in the case of Agriculture or Engineering, or by the Dean of the Graduate School and the University Research Board after consultation with the dean of the college concerned. The Business Office will also be consulted when arriving at the rate of reimbursement or amount of indirect costs involved in this group. Such rate or amount will depend on the benefits to result to the University and the public from the project. N o charge for indirect costs will be made to group ( 3 ) , such costs being considered the contribution of the University to the project. Employer contributions to the Retirement System for retirement annuities and disability and death benefits, covering the salaries of participants in the System paid from contract funds, are to be considered as direct costs of all research contracts with outside sponsors. T o provide for possible losses under the Workmen's Compensation Act, I j 4 % of all payments made for personal services, paid from contract funds, will be assessed against such funds. Such charge will not be made if the research contract provides indemnity to the University for any losses incurred under such Act, or if the interests of the University do not appear to require it. Such rate may be reduced if justified by experience, or if in individual projects the probability of loss is small. T h e sums thus accumulated will be carried in a reserve account from which such claims will be paid. These provisions will not apply to contracts and commitments now in force, unless agreed to by the sponsoring agency.

On motion of Mr. Davis, these recommendations were approved.

SPECIAL APPROPRIATIONS FOR N O N R E C U R R I N G EXPENDITURES (10) T h e Committee on Special Appropriations and Nonrecurring Expenditures recommends assignments from the General Reserve Fund for the following purposes, these appropriations to be available until January 1, 1947: Equipment for medical records library of the Research and Educational Hospital $ 2 500 Increases in estimates of items previously approved: Ventilation of 101 A r m o r y $1 250 Alterations, JOO South Goodwin 3 100 Remodeling 101, 114, 114a Natural History Building 1 200 5 550 Equipment for the College of Engineering: Civil Engineering $1 050 Physics 2 486 3 536 Equipment for Radio Station 5 4°°
