recommend the appointment of Dr. H u b e r t Winston Smith, formerly on the faculty_ of H a r v a r d University Law and Medical Schools, more recently an officer in the United States Naval Reserve, as Professor of Legal Medicine in the Graduate School for two years from September I, 1045, at an annual salary of $10,000 payable from the "Distinguished Professorships F u n d " of the Graduate School, his time to be divided between the Colleges of Medicine, Law, and the Graduate School. The Dean of the Graduate School proposes that assignments be made from the "Distinguished Professorships F u n d " as follows: Salary of Dr. H . W. Smith $IO OOO Research assistants (one or more) 2 200 Clerical help I 800 Travel 1 000 Incidental office expenses 700 Total $15 700 T h e professions of law and medicine touch each other at various points, each having valuable contributions to make to the other. Scientific data are used constantly in law administration, but the machinery of law is not adjusted to receive full benefit of these data. Opportunities for research in the field and potential contributions resulting therefrom to society are great. If appointed to the faculty of the University of Illinois, Dr. Smith will require clerical assistance and a research worker. H e will also need funds for travel, since he will be working in Chicago as well as Urbana-Champaign. P r o visions for such expenses would be made in the allocation of funds indicated above. I concur in these recommendations.

On motion of Mr. McLaughlin, these recommendations were adopted.

BUILDING PROGRAM

President Livingston reported on the building program and commented on the urgency of the situation and the serious consequences of delay. President Willard also commented, and filed with the Secretary of the Board a copy of a letter to Governor Green, dated August 18, 1945, and a letter from Director C. S. Havens, dated August 28, 1945, pointing out the necessity of immediate release of funds if these buildings are to be available for use during the biennium.

REPORT OF EXECUTIVE COMMITTEE MEETING O F AUGUST 2 8 , 1 9 4 5

The Secretary reported for record that a meeting of the Executive Committee in conference with the standing committees of the Board was held at the University Club, Chicago, at 6:30 p.m. on Tuesday, August 28, 1945. Present: Mr. Livingston, Chairman, Dr. Meyer, member of the Executive Committee, and Mr. Fornof, Mrs. Grigsby, Mr. McLaughlin, Mr. Nickell, and Mr. Williamson; also President Willard, Mr. Janata, Mr. Cunningham, Mr. Morey, Mr. Griffith, Mr. Havens, and Commander Allan F. Bonnalie. After a general discussion of the internal budget and of other matters to be presented to the Board at the meeting of August 29, 1945, the Executive Committee adjourned, at 11:15 p.m.
