the needs of the University and the equitable interests involved, within the total income, all such changes to be covered in the Comptroller's quarterly reports. T h e Comptroller presented a condensed analysis of the budget. M r . Victor Cullin, President, and M r . W . R. Bennett, Treasurer, of the Alumni Association, were introduced and made a statement on the budget and the activities of the Alumni Association. O n motion of Mr. Williamson this budget was approved and authority was granted as recommended, by the following vote: Aye, Mr. Fornof, M r s . Grigsby, M r . Livingston, D r . Luken, Mr. McLaughlin, Dr. Meyer, M r . Williamson; no, none; absent, Mr. Davis, M r . Green, Mr. McKelvey. On motion of M r . McLaughlin, the Board made record of its appreciation of the services of President Willard and his staff in preparing the internal budget. On motion of Mr. Fornof, the Board made record of its appreciation of the services of President Livingston and the executive and administrative staff in securing the appropriations for the biennium 1945-1947. O n motion of Mr. Williamson, the Board made record of its appreciation of the services and cooperation of Senator Everett Peters and Representatives C. W . Clabaugh, O. D. Dillavou, and T o m M. Garman in securing the passage through the General Assembly of the operating budget of the University for the biennium 1945-1947 and of the University's projects in the building program, and the Secretary was instructed to convey to these gentlemen an expression of the action of the Board.

LEGAL COUNSEL

(5) Dean Albert J. Harno of the College of Law and Legal Counsel has submitted his resignation as Legal Counsel effective September I, 1945. He will continue as Professor of Law and Dean of the College of Law. In asking that he be relieved of the position of Legal Counsel, Dean Harno states: "I shall soon have a very heavy burden of administrative work and counselling services in relation to returning veterans. I shall not be able to carry these responsibilities satisfactorily and also do justice to the multitudinous duties associated with the position of Legal Counsel." He is recommending the appointment of Professor William E. Britton of the College of Law, on leave of absence without pay, as Professor of Law and Legal Counsel at an annual salary of $9,000 effective September I, 1945. If the Board approves these changes, I recommend that Dean Harno be continued as Professor of Law and Dean of the College of Law at an annual salary of $10,000 for the two positions. O n motion of M r s . Grigsby, these recommendations were adopted.

BUDGET FOR DIVISION OF SERVICES FOR CRIPPLED CHILDREN

(6) In 1941, at the request of the Department of Public Welfare, the University assumed general administration of the Division of Services for Crippled Children. This is a state-wide service providing local examining, field nurse service, hospitalization and medical service, and general advice and aid for crippled children throughout the state. It was placed under the general supervision of Dean R. B. Allen, although it is not a part of the Chicago Divisions of the University. Its main offices are located in Springfield, with a branch office in Chicago and other offices at several other points in the state.
