On motion of Mr. Fornof, the action of the President in authorizing this settlement was approved and confirmed.

EFFECT O F UNIVERSAL MILITARY TRAINING LEGISLATION ON T H E UNIVERSITY (17) I have received communications from the Executive for Reserve and Reserve Officers Training Corps Affairs of the W a r Department (May 3, 1945), the Professor of Military Science and Tactics (May 10, 1945), and the Legal Counsel ( M a y 17, 1945) concerning the effect of Federal universal military training legislation upon the University of Illinois and its military training obligations Under existing State and Federal laws. Copies of these letters are being given to the Secretary of the Board for record.

This report was received for record.

STATUS OF PROFESSOR H. A. RUEHE

At this point, Dr. Meyer reported, for the Committee on Agriculture, a recommendation that Professor H. A. Ruehe be permitted to return to active service on September 1, 1945, as Professor of Dairy Manufactures, but without responsibility as Head of the Department of Dairy Husbandry, at the same rate of salary as at the time he went on leave. It does not seem safe, in consideration of Professor Ruehe's physical condition, to permit him to undertake a full schedule of teaching and administrative duties. On motion of Dr. Meyer, this recommendation was adopted.

COMMITTEE ON PRESIDENCY

Mr. Davis stated that the Committee on the Selection of a President was ready to make a report. On request of President Livingston, Dr. Stoddard spoke briefly, expressing his appreciation of the courtesies extended to him and Mrs. Stoddard on this visit, and stated that he regarded the future of the University of Illinois as most promising and that he would give favorable consideration to the Presidency if selected. Dr. Stoddard then withdrew. Professor Wilson said that the Senate Committee was unanimously in favor of the election of Dr. Stoddard to the Presidency, and that the Junior Faculty Committee and the committees representing the Alumni Association and the General Advisory Committee concurred unanimously. Mr. Davis read the following report.

REPORT OF T H E COMMITTEE ON T H E SELECTION OF A PRESIDENT

The Board on April 8, 1944, acting on the suggestion of President Willard, authorized the appointment of a Special Committee on the Selection of a President of the University. President Livingston appointed the following committee: General Chester R. Davis, Chairman, Mr. Fornof, Mr. Jensen, Dr. Luken, Dr. Meyer. On the expiration of Mr. Jensen's term as member of the Board in March, 1945, he was requested to continue as a citizen member, and Mr. Williamson was added as a member of the committee. H . E. Cunningham acted as secretary of the committee. T h e Committee requested the University Senate, the Alumni Association, and the General Advisory Committee to appoint special committees to advise with and assist the Board committee in its work.
