EMPLOYMENT OF JAPANESE-AMERICAN STUDENTS (14) The Board of Trustees on March 14, 1944, approved under certain conditions the admission to the University of Japanese-American students who are citizens of the United States. At that time the approval of the Provost Marshal General of the Army was required for the admission of such students to colleges and universities. Most of these students formerly lived on the west coast and had been removed to war relocation centers as a security measure. On August 31, 1944, the W a r Department removed all restrictions on where such students might attend, and on December 17, 1944, the W a r Department announced that persons of Japanese ancestry, not individually excluded, would be free as of January 2, 1945, to return to the west coast. T h e r e are a number of these students at the University of Illinois. One of the conditions specified by the Board of Trustees governing their admission was that "2. T h e student must present evidence that he or she has sufficient funds to pay all expenses without the need for employment while in attendance." A few of these students have limited resources, and the Dean of Students recommends that this requirement be rescinded. T h e r e is such a shortage of student workers that if this restriction is removed the Student Employment Bureau would recommend some of them for jobs.

Mr. Janata presented this matter for the President. On motion of Dr. Meyer, requirement 2 was rescinded as recommended.

In as much as it will require some time for me to get ready for the hearing before the Board of Trustees which you stated last summer would be given me, will you be so kind as to ask the Board at its meeting on Saturday, May 12, to set the date for this hearing and to let me know at your earliest convenience when and where it will be held. Dean This matter was fully discussed. T h e point was made that this was an internal administrative problem, not yet before the Board according to the Statutes of the University, because ( a ) n o recommendation with respect to the deanship has been m a d e ; and (b) the present communication had not come to the.Board in the manner prescribed by the University Statutes (Sec. 38). DEAR PRESIDENT W I L L A R D :

T h e statutes of the State of Illinois (111. Rev. Stats. 1943, Ch. 144, Sec. 22) provide that the Board of Trustees of the University shall have power "to make and establish by-laws, and to alter or repeal the same as they shall deem necessary, for the management or government, in all of its various departments and relations. . . . " Section 28 of the same Chapter provides that the trustees shall have power "to appoint such professors and instructors . . . as may be required to teach . . . "
