ADJOURNED SESSION, MAY 26, 1945 An adjourned session of the May meeting of the Board of Trustees of the University of Illinois was held in the Illini Union Building, in Urbana, at 10 a.m. on Saturday, May 26, 1945. The following members were present: President Livingston, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. McKelvey, Mr. McLaughlin, Dr. Meyer, Mr. Williamson. President Willard was present; also Mr. A. J. Janata, Assistant to the President, Mr. H. E. Cunningham, Secretary, Mr. Lloyd Morey, Comptroller, Mr. Coleman R. Griffith, Provost, Mr. J. F. Wright, Director of Public Information, Professor W. M. Wilson, and Mr. Frank A. Jensen. Dr. George Dinsmore Stoddard, Commissioner of Education of the State of New York and President of the University of the State of New York, was present by special invitation of the Board.

MATTERS P R E S E N T E D BY P R E S I D E N T WILLARD

The Board considered the following matters presented by the President of the University.

APPOINTMENTS TO SUMMER SEMESTER TEACHING STAFF (1) T h e r e is submitted for approval a list of proposed appointments to the teaching staff for instructional service in the summer semester of 1945 as recommended by the Director of the Summer Semester. T h e list of appointments covers the service needed for the estimated civilian student enrollment and also for the regular government instructional training programs now in operation. T h e budget is based on the following methods of calculation: 1. F o r 16 weeks, Vi of the annual salary with only such exceptions as are noted below. 2. F o r 8 weeks, % of the annual salary with only such exceptions as are noted below. 3. For University of Illinois staff members whose regular appointment is for 8 months, the summer semester salary is calculated on the basis of 2 months salary for 8 weeks, and 4 months salary for 16 weeks. 4. T h e maximum rate for University of Illinois staff members is $900 for 8 weeks and $1,800 for 16 weeks (for full t i m e ) . T h e minimum salary rate (for full time) for teaching assistants in charge of courses is $275 for 8 weeks and $550 for 16 weeks. T h e minimum rate for others will be $250 for 8 weeks and $500 for 16 weeks. T h e total of the proposed appointments is $245,788, which is $2,954 o v e r the preliminary tentative budget for this period of $242,834. The Director of the Summer Semester requests an appropriation of $5,000 for salaries to cover this deficiency and to make other minor adjustments which may be necessary. T h e Director of the Summer Semester also requests an additional appropriation of $1,700 for expense and equipment. This is necessary due to the cost of offering flight instruction to a limited number of high-school instructors who are attending the summer semester. I recommend that: 1. T h e following appointments for the summer semester of 1045 be approved. 2. All appointments or contracts for service during the summer semester include a provision permitting reduction in time and salary or cancellation of the contract in the event enrollments in certain courses or sections thereof do not warrant continuation of the appointment on the basis originally recommended. 3. An appropriation of $6,700 be made from the University General Reserve Fund to the budget of the summer semester.
