My judgment is, if these farms are actually tax exempt, it is our duty to claim the exemption. I was in the process of taking steps to secure an exemption, subject to what a further study of the legal factors might disclose. If there_ is any question on these procedures, then I should appreciate it if I would be informed as, soon as possible. I wish to add that I am fully sensitive to the feelings of local residents on matters of tax exemptions for the University. We have experienced a full measure of this in this County. I believe, nevertheless, that the University can not take any other position than to claim exemptions whenever we are entitled to them.

O n motion of Mr. Davis, the Legal Counsel was directed to take all necessary steps to secure the exemption of this property from taxation. COMPENSATION OF NONACADEMIC STAFF (25) A report from the Comptroller of a proposal to amend Senate Bill 321 so as to provide salary increases for all nonacademic employees (other than those whose compensation is based on local prevailing rates) amounting to fifteen per cent on salaries of $225 a month or less, and ten per cent on salaries greater than $225 a month, as of April 1, 1945. T h e Comptroller commented on this matter. T h e report was received for record.

TRIBUTE TO HAZEN S. CAPRON

Mrs. Grigsby presented the following and moved its adoption. The Board of Trustees records with deep sorrow the death on May 4, 1945, of Mr. Hazen S. Capron, former Treasurer of the Board. For more than 50 years he was one of the leading bankers of Illinois. He was held in high esteem not only by his fellow citizens in Champaign-Urbana but throughout the State for his ability, integrity, and public service. Be it resolved that this tribute to a former officer of the Board of Trustees and good friend of the University be recorded in the Minutes of the Board and that the Secretary send Mrs. Capron a copy as an expression of the Board's deepest sympathy in her loss. This resolution was unanimously adopted. REQUEST FROM DEAN BENNER At this point, President Livingston presented a letter from Dean Thomas E . Benner to the President of the Board requesting that the Board set a date on which Dean Benner might appear before the Board. This matter was fully discussed. T h e point was made that this was an internal administrative problem, not yet before the Board according to the Statutes of the University, because ( a ) no recommendation with respect to the deanship has been m a d e ; and ( b ) the present communication had not come to the Board in the manner prescribed by the University Statutes (Sec. 3 8 ) . On motion of M r . Davis, the Secretary was instructed to notify Dean Benner that the Board had received his letter and had taken the matter under advisement.

(26) At a meeting of the Board of Trustees on November 30, 1944, the President of the University presented a "Summary of Facts and Statement of Recommendations Regarding a System of Junior Colleges for the State of Illinois."
