EXEMPTION FROM FEES FOR UNIVERSITY STAFF MEMBERS A N D EMPLOYEES (9) T h e Board of Trustees has made the following rule concerning exemption from fees for certain members of the University staff (Annual Register, 19431944, page 100): Exemption from Fees for Certain Members of the University Staff.—Persons on University appointment at an annual salary of $1,760 or less who are eligible for admission to University work, or on scholarship or fellowship appointment in the Graduate School, a r e exempt from the payment of the tuition fee and the laboratory, library, and supply fee in courses counting for graduate credit. (If such persons register in courses not counting for graduate credit, they pay fees as stated for part-time students in paragraph I on the preceding page, and the laboratory, library, and supply fee.) This matter has been reviewed by the Committee on Fees and Scholarships and the Director of Nonacademic Personnel. T h e r e is an increasing need and demand from nonacademic employees, both those on appointment and others, to enroll in University courses. In some instances departments desire employees to take courses for improvement of the employee's present work. The following recommendations are submitted to replace the present rule and give effect to the proposals received from the sources stated: 1. Persons on the academic and administrative staffs of the University in any capacity, or who are on scholarship or fellowship appointment in the Graduate School, or who are on permanent employment on the nonacademic staff, may register in University courses for which they are eligible for admission without payment of the tuition fee and the laboratory, library, and supply fee, provided their annual salary is $1,800 or less. 2. Permanent nonacademic employees without regard to salary may register without payment of any fees or deposits under the following conditions: ( a ) In any regular University course in which the employee is requested by the Department, with the concurrence of the Director of Nonacademic Personnel, to enroll for the improvement of the employee's present work. (b) Any special course looking toward improving University service organized at the request of the Director of Nonacademic Personnel in cooperation with the teaching staff, the employee concerned, and the departments in which such employee is located. I recommend approval of the above plan effective September I, 1945.

The Provost and the Comptroller commented on this matter. On motion of Mr. Williamson, this matter was referred to a special committee to be appointed by the President of the Board. President Livingston appointed the following committee: Mr. Nickell, Mr. Williamson, Mr. Fornof, Mr. Davis.

SPECIAL APPROPRIATIONS FOR N O N R E C U R R I N G EXPENDITURES (10) T h e Committee on Special Appropriations and Nonrecurring Expenditures recommends assignments from the General Reserve Fund for the following purposes: 1. Remodeling of quarters for Child Counseling Center in building at 106 South Goodwin Avenue, Urbana $ 2 200 2. Remodeling in Physics Laboratory to provide office space for additions to staff 900 3. Microscopes and slides for Botany Department 2 000 4. Installation of a fire-resisting storage room in Lincoln Hall for scenery used by Theatre Guild , 1 375 5. Office appliance equipment for instructional work in the College of Commerce and Business Administration 6 000 6. Observation Gallery, University H i g h School I 200 7. Additional campus walks 5 o00 8. Acoustical treatment of classrooms and offices 5 °°j? Total $24. 575
