BOARD OF TRUSTEES MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

AUTHORITY T O CONFER DEGREES ( i ) A recommendation that the President be authorized to confer degrees at the Commencement Exercises on J u n e 3, 1945, on candidates who qualify and are recommended for degrees by the University Senate. In this connection the University h a s received, through t h e United States Office of Education, a directive from the W a r Committee on Conventions of the Office of Defense Transportation outlining its policy in regard to the activities of educational institutions and organizations requiring the use of transportation and hotel facilities. This directive included the following statement: "Graduation and Commencement Exercises. Like all other gatherings which cause large numbers of people to converge on a given locality at a given time, thereby taxing transportation, all graduation and commencement exercises are within the jurisdiction of t h e Committee. Such events may not be held without a permit unless they come within the local exemption by involving not more than 50 out-of-town attenders, speakers, honored guests, and other participants, plus local attendance without numerical limitation. I t is t h e consensus of the Committee that all commencements and graduation exercises should be held on such a local basis until t h e present restrictions on group meetings have been relaxed." O n m o t i o n of M r . D a v i s , t h e s e d e g r e e s w e r e a u t h o r i z e d a s recommended. AWARD O F CERTIFICATES OF CERTIFIED PUBLIC ACCOUNTANT (2) T h e Committee on Accountancy recommends that the certificate of Certified Public Accountant be awarded the following who have made applications therefor under the Accountancy A c t of 1043 and who have presented evidence to the Committee that they a r e properly qualified. 1. Candidates who hold the certificate of Public Accountant in Illinois and who also hold unrevoked C.P.A. certificates issued by other states or territories of the United States or the District of Columbia (Section 4, a - l ) :
