BOARD OF TRUSTEES

Colleges has interceded on behalf of medical schools not already approved (which is most of them) and has secured approval of a procedure whereby the Secretary of the Association may act for all of the medical schools not now approved provided he receives the power of attorney from such schools to act for them. I recommend that the B o a r d of Trustees authorize such representation by the adoption of the following resolution to be signed by the President and r Secretary of the Board: " T h e Board of Trustees of the University of Illinois hereby authorizes Doctor Fred C. Zapffe, Secretary of the Association of American Medical Colleges, Chicago, Illinois, to represent the University of Illinois in securing approval of its College of Medicine by the approving authorities for colleges and medical schools of the Department of Civil Service and Registration of the Commonwealth of Massachusetts." It will be necessary to provide Doctor Zapffe with a certified copy of this action signed by the President and Secretary of the Board of Trustees, together with copies of the catalogue and budget of the College of Medicine.

This matter was referred to the Committee on General Policy.

APPOINTMENTS IN THE DEPARTMENT OF PHARMACOLOGY, MATERIA MEDICA, A N D THERAPEUTICS (31) T h e Executive Dean of the Colleges of Medicine, Dentistry, and Pharmacy recommends the following appointments: Dr. CARL C. PFEIFFER as Professor and H e a d of the Department of Pharmacology, Materia Medica, and Therapeutics, at a salary of $8,000 a year beginning July 1, 1945, and continuing through August 31, 1945; provided that if Doctor Pfeiffer, who is in the Navy, is released earlier than July 1 or later, the effective date of his appointment will be changed accordingly. At the expiration of this appointment, Doctor Pfeiffer will be recommended for appointment on indefinite tenure. Dr. EARL R. LOEW as Associate Professor of Pharmacology, Materia Medica, and Therapeutics, at a salary of $5,500 a year beginning January 1, 1945, and continuing through August 31, 1945. At the expiration of this appointment, Doctor Loew will be recommended for appointment on indefinite tenure. These appointments and other adjustments in the Department budget incidental thereto will require the transfer of $5,320 from the unappropriated budget reserve. I recommend approval of these appointments and the necessary adjustments in the. budget.

On motion of Mr. Davis, these appointments were made as recommended, and the adjustments in the budget were made, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Livingston, Mr. McKelvey, Mr. Nickell; no, none; absent, Mr. Green, Mr. Karraker, Dr. Luken, Dr. Meyer.

LABORATORY SCHOOLS BUILDING

Mr. Nickell presented the following resolution adopted by the Illinois City Superintendents Association in October, 1944.

That we urge provision of adequate appropriations and the adoption of a program for the development of the college of education at the University of Illinois to a position of leading rank among the schools of education in the nation, including provision for the establishment of a laboratory for research in the growth and development of children and youth, and for observation, demonstration, and service to the schools of the state; and proportionate support for the other state-sponsored teacher training institutions.
