Mr. Nickell stated that he had received numerous communications from Dr. Ivan Wright, formerly Professor of Economics, in which Dr. Wright made claims for deferred compensation due him under the retirement system in effect previous to 1941. On motion of Mr. Davis, the President of the University was requested to report on this matter.

COVERING O F DRAINAGE DITCH AT AIRPORT (8) Professor Doland, in his report on the progress of construction at the Airport, recommends that the eastern drainage ditch be covered during the winter. I concur.

On motion of Mr. McKelvey, this work was authorized, and the Executive Committee was authorized to determine whether the cost should be charged to general funds or to the appropriation for improvements at the airport.

HEALTH A N D PHYSICAL EDUCATION BUILDING (9) T h e Athletic Committee of the University of Illinois Alumni Association (R. A. Stipes, Jr., Chairman, Scott C. Greene, and C. E. Lovejoy, J r . ) have requested an opportunity to appear before the Board in support of their plan to request a special legislative appropriation for the construction of a building for Health and Physical Education on the campus of the University. This matter has been given consideration by the Board, and on September 29, 1944, was specifically included in the P o s t - W a r Building Program, in the projects for the first biennium (Minutes, page 224).

This hearing was granted. President Livingston introduced Mr. Stipes, Mr. Greene, Mr. Lovejoy, and Senator Everett R. Peters and Representatives Charles W. Clabaugh, Ora D. Dillavou, and Tom M. Garman, all of the Twenty-fourth Senatorial District, and requested Mr. Stipes to take charge of the presentation of their request. Mr. Stipes spoke at length on the need for a building for Health and Physical Education and the interests it would serve, and called on his associates for their views on the matter. Senator Peters and Repretentatives Clabaugh, Dillavou, and Garman respectively advised the Board to authorize the request for a special appropriation for this building at the next session of the general assembly, and gave their opinion that this would not endanger the general program of the University, but would assist it by gaining State-wide good will and support for the whole program of the University. After full discussion, and on motion of Mr. Davis, in consideration of its previous endorsements of the Post-War Building Program, the Board voted unanimously to reindorse the whole general program, including the building for Health and Physical Education. The Board continued, in open session, its consideration of matters presented by the President of the University.

AWARD OF CERTIFICATES O F CERTIFIED PUBLIC ACCOUNTANT (10) The Committee on Accountancy recommends that the certificate of Certified Public Accountant be awarded the following who have made applications therefor under the Accountancy Act of 1943 and who have presented evidence to the Committee that they are properly qualified: 1.
