RETIREMENT O F PROFESSOR H. A. RUEHE

(24) Professor H. A. Ruehe, Professor of Dairy Manufactures and Head of the Department of Dairy Husbandry, has requested that he be retired from active service effective October 1 and that he be given the rank of Professor Emeritus. He is not requesting a retiring allowance at this time, but the matter of an annuity is one for the Board of Trustees of the University Retirement System of Illinois to determine, on formal application. Professor Ruehe has been a member of the faculty since July 5, 1912, and has been head of the Department of Dairy Husbandry since 1921. He is 56 years old. The Dean of the College recommends approval of his request and I concur. T h i s m a t t e r was referred to a special committee consisting of M r . Davis, M r . Fornof, and M r . Jensen, for study and recommendation.

DEAN O F COLLEGE O F COMMERCE A N D BUSINESS ADMINISTRATION

(25) I recommend that Professor Hiram T. Scovill, Professor of Accountancy, Head of the Department of Business Organization and Operation, and Acting Dean of the College of Commerce and Business Administration since March, 1942, be appointed Professor of Accountancy on indefinite tenure and Dean of the College of Commerce and Business Administration, effective September 1, 1044, at a salary of $8,750. Action on this matter was deferred for consideration by the entire B o a r d ; with the understanding that Professor Scovill should continue as Acting Dean.

REAPPROPRIATION OF UNEXPENDED BALANCE OF PHYSICAL PLANT OPERATION A N D MAINTENANCE

(26) The accounts for Physical Plant Operation and Maintenance, Urbana and Chicago, show unexpended balances of about $64,000 as of June 30. Work in process at that time was estimated at $31,570, payable out of this balance. The remainder is unexpended and unencumbered, due to the difficulty of securing labor and material during the past year. The Director of the Physical Plant Department has submitted a schedule of renewals and replacements needed at this time, but which have been omitted from the 1944-1945 budget in favor of other items more pressing. A summary of that list is attached. It is obvious that the unexpended balance above-mentioned in excess of work now in process could easily be expended for other needed work. In view of these facts, the Director recommends, and I concur, that the entire unexpended balance of Physical Plant Operation and Maintenance funds as at June 30, 1944, be reappropriated for use during the fiscal year 1944-1945. O n motion of Mr. Davis, these balances were reappropriated as recommended, by the following vote: Aye, M r . Livingston, M r . Davis, M r . Jensen.

COAL CONTRACT FOR URBANA DEPARTMENTS, 1944-1945

(27) The Purchasing Agent submitted to twenty-three concerns specifications and requests for bids for the coal supply of 21,000 tons for Urbana for the coming season. He also ran advertisements in Chicago papers. Two proposals were received, only one of which met University specifications and requirements. This proposal was from the Lafayette Coal Company, Chicago, for 10,550 tons at a price of $1.60 a ton, f.o.b. mine, Livingston, Illinois, freight $1.30, delivered cost $2.00. The Purchasing Agent, the Director of the Physical Plant, and the Comptroller recommend that this offer be accepted and the contract approved subject to the approval of the Governor, in accordance with the State constitution.

The Comptroller .commented on this matter. On motion of Mr. Davis, this contract was authorized as recommended.
