THE UNIVERSITY BUDGET FOR 1946-1947

EXPLANATORY N O T E S This budget consists of two volumes: (1) Summaries, Academic and Administrative Salaries, Wages, and Expense and Equipment; (2) Nonacademic Salaries. Appropriations for salaries are available for the term indicated in each case but not for more than one year from September 1, 1946. W h e n appointments are made at salary rates less than the amounts provided in the budget, the unused balance lapses at that time. Funds appropriated for positions in the salary budget which are not yet filled may, pending regular appointments, be drawn against by voucher to the Business Office for services of employees temporarily engaged to do the work contemplated by the position. Such temporary charges may not exceed the amount of time provided by the position unless indicated herein or otherwise approved by the President. All unexpended balances remaining in the salary budget lapse at the close of each calendar month unless previously assigned or encumbered. Departmental appropriations are made under the captions "Salaries," "Wages," and "Expense and Equipment." No transfers may be made between "Salaries" and other captions except with the approval of the President of the University. Requests for such changes should be submitted to the Comptroller. Adjustments may be made between " W a g e s " and "Expense and Equipment" upon written request to the Comptroller. Appropriations for Expense and Equipment and for Wages are available for one year beginning July I, 1946, and ending June 30, 1947. All unexpended balances in Wages appropriations lapse June 30, 1947, and unencumbered balances in Expense and Equipment appropriations lapse on that date. Allowable encumbrances for which funds will be carried forward on June 30, 1047, are only those for the purchase of equipment and other capital items. All new positions classified as permanent and continuous should be included in the salary budget and must not be charged to any wages appropriation except in those departments submitting supplemental budgets detailing such wage appropriations. Unless otherwise indicated in the budget: 1. T h e service required under appointments in this budget to positions on the teaching faculty covers the academic year of the University, not including the Summer Semester. Salaries of such positions of the rank of Associate and above are paid in twelve equal monthly installments; salaries of other ranks, in ten equal monthly installments. 2. T h e service required in all positions in experiment stations and bureaus of research, and in research positions in other departments, is for a full year of twelve months, with allowance of one month for vacations, and salaries are paid in twelve equal monthly installments. In these positions the letter "Y" follows the tenure symbol. 3. T h e service required in all other positions, unless otherwise indicated — administrative, clerical, and service positions — is for a full year of twelve months, with allowance for vacations, and salaries are paid in twelve equal monthly installments. All such positions in the academic budget are indicated by the letter "Y" following the tenure symbol. Symbols: A — Indefinite tenure.
