APPROPRIATION TO UNIVERSITY CONCERT A N D ENTERTAINMENT BOARD (9) T h e University Concert and Entertainment Board desires to invite t o the University of Illinois during the year 1944-1945 the P r o A r t e Quartet for a series of concerts. This Quartet is one of the finest string organizations in the United States. It is in residence at the University of Wisconsin for eight months of the year, the members of the Quartet being given faculty status. T h e University of Wisconsin would be willing to make this Quartet available to the University of Illinois for a limited number of concerts. The program would have to be subsidized, because while the concerts would be open to the public it is not likely that the ticket sales would be sufficient to cover the expenses. On the other hand, the concerts would be of definite educational value and from that point of view the University wouftl be justified in assuming some of the expense. I am, therefore, recommending that an appropriation of $500 be made from the General Reserve Fund to the University Concert and Entertainment Board to match Star Course funds to cover any deficiencies, provided that if the deficiency exceeds $1,000 the Star Course will take care of the additional amount from its accumulated funds.

On motion of Mr. Jensen, this appropriation was made as recommended, by the following vote: Aye, Mr. Livingston, Mr. Davis, Mr. Jensen.

LIGHTING SYSTEM FOR RESEARCH IN AGRONOMY GREENHOUSE (10) Professor W . L. Burlison, Head of the Department of Agronomy, and Dean H . P . Rusk of the College of Agriculture, recommend the installation of electric lights in the east-central section of the Agronomy Greenhouse for use in research work in small grain breeding. In this work, proper control of light through the entire 24-hour period is essential. By the installation of these lights the efficiency of .the Greenhouse can be greatly increased for this research program. T h e Agronomy Department has accumulated a reserve of income in excess of budget appropriations and expenditures which amounts to about $10,000. It is recommended that the appropriation of $1,600 required for the lighting system be made from this reserve. T h e Comptroller and the Director of the Physical Plant Department have checked the proposal and concur in it. I concur and recommend approval.

• On motion of Mr. Davis, this appropriation was made as recommended, by the following vote: Aye, Mr. Livingston, Mr. Davis, Mr. Jensen.

SPECIAL APPROPRIATIONS FOR N O N R E C U R R I N G EXPENDITURES (11) In accordance with recommendations from the Committee on Special Appropriations and Nonrecurring Expenditures, I recommend appropriations from the General Reserve Fund for the following purposes: 1. Improvements in Engineering Survey Building to provide quarters for work in Occupational Therapy at Urbana $ 3 500 2. Improvements in Vivarium grounds I 330 3. Improvements in Offices of Bureau of Economic and Business Research and in classroom used for radio broadcasting, both in Commerce Building 800 4. Minor improvements in various buildings as per detailed list, copy of which is hereby given to the Secretary of the Board for r e c o r d . . . 10 000 5. Replacement of present exhibit of Colleges of Medicine, Dentistry, and Pharmacy in the Museum of Science and Industry, Chicago 12 900 6. Scholarly publications during the year 1944-1945 15 000 Total $43 530 Requests for these improvements have been studied by the Committee on Special Appropriations and Nonrecurring Expenditures. A report of the Committee discussing in detail the need for the appropriation in each case is submitted herewith.
