BOARD OF TRUSTEES MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

NAVAL RESERVE OFFICERS' TRAINING CORPS PROGRAM (1) T h e University Senate Committee on Educational Policy was asked to study and to report to the Senate the requirements of the United States Navy for students in the N.R.O.T.C. and the requirements of the several colleges and schools of the University. T h e Senate submits the following recommendations concerning the N.R.O.T.C. program: 1. W i t h the exception of those in Engineering and Architecture, N.R.O.T.C. students shall meet the requirements for regularly established degrees of the Colleges in which they register. This is generally feasible since the Naval Science requirements were reduced to 24 semester hours. 2. In Engineering and Architecture, the Committee recommends that authorization be granted to award the degree, Bachelor of Naval Science, at the end of the fourth year to N.R.O.T.C. students who have met the Naval requirements. I recommend approval.

On motion of Mr. Davis, these recommendations were approved.

GRADUATE PROGRAM IN SOCIAL ADMINISTRATION AND DEGREE OF MASTER OF SOCIAL WORK (2) T h e Board of Trustees has established in the College of Liberal Arts and Sciences a program of Social Administration. T h e Executive Faculty of the Graduate School, through its Committee on Staff and Courses, has considered proposals for a two-year graduate professional program in Social Welfare Administration. As a result of these studies by the Graduate School and subsequently by the Senate Committee on Educational Policy, the University Senate recommends that a two-year graduate professional program in Social Welfare Administration be established and that the degree of "Master of Social Work" be conferred on those who complete satisfactorily all the requirements of this program as determined by the Executive Faculty of the Graduate School. This is the standard professional degree offered at other leading institutions.

On motion of Mr. Nickell, this program and degree were approved and authorized.

LEAVE OF ABSENCE FOR ASSISTANT CHIEF HERMAN L. WASCHER (3) T h e sabbatical leaves of absence during the year 1046-1947 authorized by the Board of Trustees at its meeting on April 18, 1946, included a leave of absence for Assistant Chief H e r m a n L. Wascher of the Department of Agronomy for the full year beginning September I, 1046, on one-half pay. On recommendation of the University Research Board, Mr. Wascher has requested that the conditions of his leave be changed to a leave of absence on full pay for six months from October 1, 1046, instead of for one year on onehalf pay from September I, 1046. I have approved this change and request confirmation. Mr. Wascher will devote the time to a study of the morphology of soils as related to loess distribution in Southern Illinois, Western Kentucky, Tennessee, and Mississippi. T h e soils of Illinois are, for the most part, derived from loess. T h e identification of the loess sheets and the relationship of the various loess sheets and their thickness to soil character are matters of basic importance in studies of soils in Illinois. It is believed that a study of the loess south from southern Illinois along the Mississippi River will aid materially in solving these problems in Illinois.

On motion of Mr. McLaughlin, this change was authorized. Mr. McLaughlin called attention to the desirability of increasing the staff in order to expedite the completion of the project to make soil-maps of the entire state.
