direction of the education of veterans will have to come from the University. T h e largest single item of expense to the University will be for travel. It is imperative that members of the staff working on the program have ample field contacts, so that the University's publications and recommendations will be practical and so that groups of teachers can be assisted by direct personal conferences. T h e following budget for this program is recommended to cover the period of April 1, 1946, to June 30, 1047: Printing two 16-page bulletins (1,000 copies each) $ 350 Mailing 1,000 copies of each printed bulletin 30 8 mimeographed releases of 10 pages (1,000 copies) 200 Mailing mimeographed releases 240 Single copies of printed and mimeographed materials, prepared elsewhere for distribution to teachers of veterans 100 Wages of clerical helpers 50 Office supplies 300 Travel expenses 800 Total $2 070 I recommend that an appropriation of $2,070 be made for this program and that the funds be available until June 30, 1947. INTERNAL BUDGET FOR 1 9 4 6 - 1 9 4 7 (34) At a meeting of the Executive Committee of the Board of Trustees on December 11, 1945, "the President of the University was requested to assign to the Provost the duty of reviewing, in consultation with Deans and Directors, all proposals relating to educational programs in connection with the Internal Budget for 1946-1947 and the Biennial Budget for 1947-1949 in all stages of preparation, and report to the President of the University thereon; and the President of the University was requested to submit to President-elect Stoddard and to the Board the results of these studies in advance of the presentation of the completed budgets." In accordance with these instructions there is presented herewith a preliminary report on the internal budget for 1946-1947 with the recommendation that the Board approve the schedules of estimated income and allotments of increases. T h e preliminary report is also being submitted to Dr. George D. Stoddard, President-elect of the University. 1 At its meeting on March 9, 1946, the Board of Trustees gave long and careful consideration to the need for an additional appropriation for the biennium of 1945-1947. These problems had been discussed with the University Council of Deans and Directors, and representatives of the Senate, which is advisory to the President of the University on budgetary problems. On the basis of the Council's recommendations I recommended that the Board of Trustees request an additional appropriation of $2,201,000 for the biennium of 1945-1947
