each budgetary year. T h e plan of rating shall be available to all concerned and the ratings of each employee shall be available to him. Nonautomatic merit adjustments shall be determined by the Director of Nonacademic Personnel after full consideration of the employee's ratings, recommendations of supervisors, and the overall University personnel policy." T h e Committee further proposes that all future problems that arise relating to nonacademic employees be settled on the administrative level in accordance with the policy and rules previously adopted by this board and hereby revised. It is the opinion of this Committee that with this revision of the policy and rules that future problems can and will be settled at the administrative level and will not be referred to the Board of Trustees or to any committee of t h e Board. In regard to the Kirby case, since it was referred to the Committee on Civil Service and Employees, and since we did have a hearing on the case, we propose that this case be referred back to the President of the University with the recommendation that he settle this case in accordance with the recommendations of the Nonacademic Advisory Committee.

On motion of Mr. McLaughlin, these recommendations were adopted.
