approximately the same as actually realized for the current year. The Board of Directors feels that this estimate is conservative, based on next year's schedule, but it must be realized that the whole problem of attendance at games is quite uncertain at the present time. Income from the sale of coupon books is estimated at $35,000 as against $43,748 actual for the current year. Expenses are estimated at $230,480, as compared with an original appropriation of $258,770 for the current year and a present estimate of $251,530 of actual expenditures. Of the total budget the sum of $72,872 is for salaries and retiring allowances and $157,608 is for expenses. Since the bulk of the income is realized in the early weeks of the year, it is believed that expenditures can be adjusted to meet decreased income if the budget estimate of income is not realized. The budget thus shows an excess of $2,475 of estimated income over receipts and expenses. All salaries have been checked by the President of the University, and those which are paid jointly by the Association and the University conform to the University budget presented at this meeting. A preliminary financial statement of the Athletic Association at June 30, 1942, is presented at the close of its budget. It shows an estimated operating balance of $17,370 at the close of the year as compared with $28,614 at the beginning of the year. This reduction is due to large expenditures for the connection of the Stadium to the University heating plant and other capital items. Operating income for the year will slightly exceed operating expenses. The Association also will have at the end of the year a reserve of $13,500 for plant maintenance and replacements and an annuity fund of $98,448, also bank stock of a par value of $8,600 not included in the operating balance but understood to have a value of not less than par. I recommend approval of the budget of the Athletic Association for the year 1942-1943 as presented.

On motion of Mr. Davis, this budget was approved as recommended.

RESEARCH SERVICES OF MEMBERS OF THE UNIVERSITY STAFF TO THE UNITED STATES GOVERNMENT (27) Pursuant to authorization of the Board of Trustees, the University has entered into various contracts with the National Defense Research Committee of the Office of Scientific Research and Development of the United States for research work on war problems. T h e Government provides the funds for the actual expenses of these research programs, including salaries of scientific personnel and others employed on these projects, supplies, equipment, and overhead charges for the use of the University facilities. Members of the regular University staff in charge of this work have donated their services and supervise the work, this being in addition to their regular duties. Beginning July 1, 1942, new contracts with the Office of Scientific Research and Development will include a provision for charging to the contract the salaries of members of the University staff who are supervising National Defense Research Committee contracts, to the extent of the time devoted to such projects. Funds thus released in the regular budget will be available for the employment of additional staff to assist and otherwise relieve the individuals concerned of a part of their University work. An exception to this arrangement is requested in the case of Professor Roger Adams, Head of the Department of Chemistry, who is a member of the National Defense Research Committee and is Chairman of Division B (Chemistry and Chemical Engineering). In that capacity he is in charge of all research work in Chemistry and Chemical Engineering for the National Defense Research Committee. T h e O.S.R.D. was created by an executive order of the President of the United States. This order specifies that none of the executive officers of the O.S.R.D. or of its two committees (the National Defense Research Committee and the Committee on Medical Research) shall receive compensation. Consequently none of these individuals receives compensation from the Government, with the exception of traveling expenses.
