S P E C I A L G U A R D S E R V I C E IN URBANA DEPARTMENTS (16) The Director of the Physical Plant Department submits the following estimates of the annual cost of maintaining special guard service in various areas of the Champaign-Urbana campus: Radio Transmitter Station $ 4 510 Armory 4 560 Military Stables 4 560 Noyes Chemistry Laboratory (Not included in the total as the cost of this is paid from Federal funds) (6 290) Abbott Power Plant 6 660 Physical Plant Service Building 3 340 Total $23 630 This is not a normal charge against the Operation and Maintenance budget of the Physical Plant Department but is a direct result of the war emergency and should be covered by a special appropriation as the Department cannot absorb this expense in its current budget. The officers concerned recommend as follows: Radio Transmitter Station—The Director of Radio Station W I L L states that the Federal Bureau of Investigation and the Federal Communications Commission both have asked all radio stations to maintain regular watchman service as protection against first, sabotage, and second, against loss of equipment, since such equipment is difficult to replace. Armory and Military Stables—The Professor of Military Science and Tactics has recommended the maintenance of watchman service in these areas because of the University's responsibility to the W a r Department for the protection of Government property w-hich includes artillery and signal corps fire control equipment, machine guns, rifles and pistols, motor vehicles, animals and stable equipment, and clothing, having an appraised value of approximately $750,000. Loss of any considerable portion of this property would result in handicapping the program of military training due to the difficulty in replacing such equipment. Abbott Power Plant and Physical Plant Service Building—The Director of the Physical Plant Department states that in view of reductions in the budget he would not favor continuation of this service at the Physical Plant Service Building, but in his judgment guard service should be maintained at the Abbott Power Plant. The net result of these recommendations is that an appropriation of $20,290 will be necessary to continue watchman service at the Radio Station, Armory, Military Stables, and the Abbott Power Plant.

On motion of Mr. Fornof, this appropriation was made, subject to the realization of unexpended balances, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Dr. Meyer; no, none; absent, Mr. Green, Mr. Wieland.

WATCHMAN S E R V I C E IN THE CHICAGO DEPARTMENTS (17) The Director of the Physical Plant Department recommends expansion of the watchman service in the Chicago Departments to provide for the services of four additional men. There are at present three watchmen transferred from the Department of Public Welfare when the Research and Educational Hospitals were taken over by the University. T h e difficulty of replacing equipment lost through theft makes the need for increased protection all the greater. The cost of this additional service will be $8,500 a year.
