One effect of these recommendations, if approved, will be to reduce the amount expended for patent applications. Over the years, the University has paid out more than it has received on account of patents. While a patent under our control sometimes is helpful in the prosecution of a research, we hope to achieve the necessary protection while at the same time avoiding unfruitful outlays, if these recommendations be put into effect. W e further recommend that the committee retain jurisdiction of the subject-matter until a further report can be made to the Board, with drafts of proposed amendments to the University Statutes which will incorporate the actual changes approved by the Board. W e think the University should have an opportunity to function under these new suggestions for some months before they a r e crystallized in the form of amendments to the statutes. T h e reactions of prospective sponsors of research m a y be of such a nature as to indicate a need for further changes in present practice, or alterations in the proposals contained in this report.
