three binderies which have done work for the University in the past. Action on the proposed award was deferred because quotations instead of sealed bids had been secured. Subsequently the Director of the Library was instructed to prepare proper specifications and definite options, and the Purchasing Agent was instructed to call for bids on the basis of such specifications and options. T w o sets of specifications ( i ) Standard Library Binding, and (2) Superior Library Binding, were submitted to five binderies equipped and qualified to do any part of such work. Bids have been secured from the following, and a schedule of the bids is hereby given to the Secretary of the Board for record: Ernst Hertzberg & Sons, Chicago New Method Book Bindery, Inc., Jacksonville, Illinois Edwin Allen Company, Chicago The following did not bid but submitted letters protesting that they were unable to bid on the specifications as written: T h e Book Shop Bindery, Chicago Burgmeier Book Bindery, Inc., Chicago T h e lowest bidder on the entire quantity of work is Ernst Hertzberg & Sons. T h e Director of the Library, the Purchasing Agent, and the Comptroller recommend the award of the contract to that firm for a period beginning December I, 1941, and ending June 30, 1943, in accordance with the schedule of prices quoted and filed with the Secretary of the Board. T h e total amount of binding involved is approximately $25,000 a year, and there is provision for this in the Library budget for the current year.

On motion of Mr. Adams, this recommendation was referred to a special committee, to be appointed by the President of the Board, to investigate and report to the Board. President Cleary appointed the following committee: Mr. Adams, Mr. Fornof, Mr. Jensen.

LEAVES OF ABSENCE SUPPLEMENTARY

(20) A recommendation that the following leaves of absence be granted members of the staff for the reasons and periods and under the conditions indicated in each case: A. H . Roller, Assistant Professor of German, leave of absence on account of illness, with full pay, from October 6, 1041, until the end of the semester or such prior time as he is able to return to his duties. Pauline E. Changnon, Teacher in the University High School, leave of absence on account of illness, with full pay, from October 10 to November 22, 1941, inclusive. Leaves of Absence for Military Serzice ( T h e leave in each case is without salary.) Leonard Cole, Mimeograph Operator in the Mailing Room of the College of Agriculture, from October 24, 1941, to October 20, 1042, which includes two days' vacation due him. O n m o t i o n of M r . J e n s e n , t h e s e l e a v e s w e r e g r a n t e d .

CONTRACTS FOR P U R C H A S E OF C O A L

(21) At its meeting on July 15, 1941 (Minutes, page 388), the Board approved the award of contracts for the purchase of coal to the Globe Coal Company, the Skelton Coal Company, and the Tilton Mining Company, the lowest bidders. At the September meeting the Board considered the purchase of coal for the Research and Educational Hospitals and approved the increase of the contract with the Globe Coal Company to cover the additional requirements. T h e original contracts were executed by the companies and were forwarded to the Governor for his approval in accordance with provisions of Article IV,
