member of the Illini Union Board vice Mr. Nevin E . Kendell, who has resigned to accept the presidency of the Men's Independent Ward Association, a major extracurricular activity. Mr. Bartelt is a member of Men's League Executive Board, has a good scholastic record, and has sufficient time to devote to the work of the Illini Union Board. I am glad to recommend these appointments.

On motion of Mrs. Grigsby, these appointments were made as recommended.

LIFE PRIVILEGES IN ILLINI UNION BUILDING (6) Under the present regulations governing the use of the Illini Union Building all students automatically pay the building service charge when they register and are entitled to the use of the building and its facilities. Members of the faculty and other employees of the University, as well as those on the staffs of agencies affiliated with the University, are not required to pay the service charge but are invited t o do so on a voluntary basis if they desire to use the building. The members of the University Club and the University of Illinois Women's Club who are on the University staff or on the staffs of affiliated agencies are entitled to the use of the Illini Union Building by virtue of their memberships in these organizations, the University having assumed the cost thereof in return for services rendered to it by these organizations in past years. All alumni are entitled to the use of the building and its facilities without charge. The Illini Union Board has been studying the question of establishing "life memberships" in the Illini Union, t h a t is, an arrangement whereby members of the faculty and other University employees and staff members of agencies affiliated with the University will not be expected to continue paying the annual service charge indefinitely if they desire to use the building. Some such plan would be equitable in consideration of the fact t h a t when students become alumni they secure the privileges of the Illini Union Building for life, although the total in service charges paid by them while undergraduates would run from $5 for those who attend only one semester to $40 for those who complete four years. A small number, such as those who take four years of undergraduate and three years of graduate work, and Law students who take all their work a t the University, will pay more. On the other hand, a staff member desiring to use the Illini Union Building regularly is expected to pay $10 a year continuously, under the present arrangement. In view of this, the Illini Union Board recommends: 1. T h a t all members of the faculty and other University employees and staff members of agencies affiliated with the University who contributed $50 or more to the University of Illinois Foundation in its campaign for funds for furnishing the Illini Union Building shall be entitled to the privileges of the building during the academic year 1941-1942 without the payment of the service charge. 2. T h a t those who did not contribute a sum equal to $50 shall continue to pay the building service charge if they desire to use the facilities of the Illini Union Building. If these recommendations are approved by the Board of Trustees, all members of the faculty and other University employees and staff members of agencies affiliated with the University will be advised of this policy. The Illini Union Board through a committee appointed for that purpose is continuing its study of the plan of life memberships for the faculty and other staff members. I concur in these recommendations.

Action on this matter was deferred.
