BOARD OF TRUSTEES A M E N D M E N T TO BY-LAWS

President Cleary called up for consideration a recommendation from the Committee on General Policy that Article IV, Section 7, of the By-Laws of the Board of Trustees be amended to read as follows (proposed changes shown in italics):

Sec. 7. Any matter proposed for consideration by the Board may, at the discretion of the President of the Board, be referred to a committee for study and report before being brought before the Board in open meeting. Committees shall consider all matters referred to them as soon as may be and carry out the orders of the Board in so far as they are empowered by the Board specifically to do so, and shall report their recommendations or action in writing as soon thereafter as may be.

Mr. Livingston presented a memorandum of the reasons for his opposition to this amendment. Mr. Davis suggested and Dr. Meyer moved that this matter be referred to Judge Johnson for advice. 1 This motion was adopted.
